MANAGER, PROJECT DELIVERY

Pacific Northern Gas Ltd. (PNG), a subsidiary of TriSummit Utilities Inc., owns and operates natural gas processing, transmission and distribution systems in British Columbia’s lower Peace, west central, and north coast regions. PNG’s western transmission system extends from the Enbridge gas transmission system north of Prince George and along the Highway 16 corridor to Terrace and then onto the port communities of Kitimat and Prince Rupert, providing gas transportation and service to twelve communities and a number of industrial facilities. In the Province’s northeast, Pacific Northern Gas (N.E.) Ltd., a subsidiary of PNG, provides gas processing, transmission and distribution service in the Dawson Creek, Fort St. John and Tumbler Ridge areas.
Reporting to the Director of Asset Management & Project Delivery, the Manager of Project Delivery (“Manager”) will oversee the work of PNG’s project delivery team and will be accountable for the identification, development, approval, resourcing, and delivery performance of PNG’s annual and long-term capital project portfolios. Additionally, the Manager will be responsible for the operating expense project portfolios for natural gas processing, transmission, and distribution pipeline system assets for both PNG and PNG(NE).
In this role, the successful candidate will lead the development of project-related budgets for approval by both the TSU board and the BC Utilities Commission as part of PNG’s Revenue Requirement Application (RRA) submissions. The Manager will provide a directional steer in the continuous improvement of PNG’s project delivery tools and framework. They will be a contributor to ongoing alignment and standardization efforts across TSU. The Manager will be PNG’s designated representative within project delivery-related industry committees and forums.
The position is located in Terrace, BC., with regular travel requirements throughout PNG’s service territory.

Responsibilities:

  • Leadership, resourcing and overall management of PNG’s project portfolios related to: operational sustainment, asset integrity management, existing asset maintenance, new asset design and construction related to natural gas processing, transmission, and distribution.
  • Responsible for project management across the entire project life cycle.
  • Leading the assembly and management of project-related capital and operating expense budgets.
  • Personnel leadership, management and direct supervision of professional engineers, project managers, and field delivery teams, including PNG full time employees, contractors, and consultants (local and remotely based).
  • Effective integration of PNG part-time service function support to mobilized project teams.
  • Health, Safety, Security, and Environment (HSSE), Quality, and Wellness expectation setting and performance management.
  • Ensure project activities are properly permitted and compliant with appropriate governing bodies acts, regulations, codes, and standards.
  • Directly liaise and interface with project execution and operational support functions including lands, permitting, indigenous relations, environmental stewardship, construction management, accounting, procurement, legal, contract administration, regulatory, and gas supply.
  • Develop, complete and improve regular (monthly, quarterly, annual, or otherwise) internal and external performance and regulatory compliance reporting related to project delivery.
  • Project development and delivery in accordance with the principles of the Project Management Body of Knowledge (PMBOK), Agile Practice Guide of the Project Management Institute (PMI) and the Association for the Advancement of Cost Engineering (AACE).
