About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses Queensland Fire and Rescue, Rural Fire Service Queensland, and also supports other volunteer groups providing emergency response to Queenslanders.
Purpose of the role
The Rural Fire Services (RFS) Training and Capability Branch leads an agile volunteer and staff development framework, coupled with delivery of strategic planning and innovative capability enhancement initiatives, to promote service delivery excellence. The RFS Training and Development function comprises four teams - staff development, volunteer training development, volunteer training delivery, and resource development. The Resource Development function focuses on establishing and maintaining an ongoing program of resource development to support compliance activities, registered training organisation (RTO) alignment, and digital learning associated with volunteer training and staff development programs across the department.
Reporting to the Executive Manager, Training and Capability, you will lead the functions of the team and manage current and emerging issues that impact volunteers and Brigades, to maintain currency within training and development policies and strategies and provide recommendations for continuous improvement. In doing so, you will contribute to the development of innovative capability enhancement initiatives that ensure training enhances volunteer capability, regional operations and service delivery.
Key requirements

Highly desirable requirements

  • Possession of a current Certificate IV in Training and Assessment and/or accredited tertiary qualification in adult education would be highly regarded.
  • High level understanding of contemporary training methodologies and registered training organisation requirements.
  • Knowledge or experience in design, production and delivery of audio-visual or interactive learning content to develop training programs and packages would be considered highly desirable.
  • Knowledge of, or experience working with volunteers and/or within a volunteer organisation.

Special requirements

  • The incumbent is expected to participate in an out-of-hours roster during emergency event operations. This may require work outside of normal working hours (e.g. night shift), including weekends, extended working hours and may include deployment to other parts of the state.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead the development of evaluation frameworks, processes and systems for volunteer training and staff development, and support regional assurance and compliance activities required to meet their training and reporting requirements.
  • Coordinate, monitor and analyse data and feedback for volunteer training and staff development to provide recommendations for service improvements.
  • Develop processes and resources to support the capturing and recording of training needs assessments and annual training plans in a consistent way across the department.
  • Provide technical support to regional training stakeholders, including staff and volunteers, in the use of the organisational learning management system.
  • Lead activities to maintain data integrity of the organisational learning management system, including audits, and support regional auditing and data cleansing activities required to meet their training and reporting requirements.
  • Act as a strategic liaison point between the Registered Training Organisation (RTO) and regional training stakeholders to address local issues and ensure compliance with industry requirements.
  • Support the development of leading-edge, technologically advanced training products that enhance the end-user training experience for staff and volunteers.
  • Liaise and develop effective working relationships with key regulator and industry stakeholders, and with the community, volunteer representative groups, education providers and government.
  • Manage current and emerging issues that impact on volunteer activities to maintain currency within training and development policies and strategies and provide recommendation for continuous improvement.
