Job Summary
This role exists to manage the execution of RPAS related operational requirements and to advance the NAV CANADA strategic plan for RTM facilitating the provision of services ultimately enabling RPAS integration with ATM. Reporting to the Director, RTM, the Manager, RTM achieves these objectives through personal impact, cross functional leadership and the management of a small staff of RPAS specialist ATCs. The role requires management of internal and external stakeholders to ensure goals are understood, aligned and progress is communicated.
In close collaboration with ATS Standards develops and manages policy related to the support and implementation of ATS procedures for domestic and international Remotely Piloted Aircraft Systems (RPAS) operations in Canadian airspace.

In this role you will:

  • Leads the Operational team in RPAS / RTM Regulatory Affairs
  • Strong engagement with the Transport Canada RPAS Task Force to shape the Canadian agenda for RTM. This includes input to the formation of new and amended regulations, exemptions, and wavers
  • Leads NAV CANADA team involvement in the CARAC process, including consultation papers and feedback on NPAs and Gazette
  • Active participant on the RTM Advisory Council (TC, NC and Industry)
  • Considers implications to RTM digital services roadmap of any planned regulation changes.
  • In conjunction with ATS Standards develops and maintains RPAS related policy and guidelines for the ATS Units:
  • RPAS operational procedures for ATS Units addressing:
  • Manual of Air Traffic Services amendment
  • ATSAMM amendment
  • Unit UAS Best Practices Document Standard
  • UAS Operator Guidance
  • Monitors & Supports the FIRs and ATS Unit with non-standard RPAS operations
  • Reviews Special Flight Operating Certificate (SFOC) applications
  • Monitors UAS-related AORs
  • Establishes UAS activity/AOR statistical database
  • Coordinates international operations through Canadian-controlled airspace with ATS Units, TC and DND
  • Hosts/coordinates monthly FIR RPAS Manager/Specialist Meetings
  • Monitors & Researches Domestic and International UAS technological development
  • UAS Situational Awareness Applications/Tools
  • Unmanned Aircraft (UA) Detection and Identification

  • RTM Digital Services
  • Supports development of the NAV CANADA RTM Technology/Service Roadmap
  • Consults with internal and external stakeholders to consider future roadmap changes
  • Supports RTM projects to deliver on the roadmap, including:
  • Decision Making for operational aspects and escalation to the RTM Director as needed
  • Coordination with supporting NAV CANADA functions to ensure all training, support, change management aspects are handled for the release of new / amended digital services.

What you bring:

  • Bachelor of Science Degree in Aviation, Aviation technology, Engineering, Information Management or equivalent, or equivalent combination of education and experience.
  • A minimum of 5 years of experience in service provision gained in RPAS services, Air Traffic Management, Aviation Industry, or related area
  • Experience in providing strategic advice to senior management and external stakeholder community
  • Experience in developing roadmaps for provision of service
  • Experience in building a collaborative network and working relationships with senior officials as well as with government departments and industry stakeholders.
  • Knowledge of Canadian RPAS regulations (CAR Part IX)
  • Knowledge of international RPAS and RTM/UTM Standards and Recommended Practices and associated policies
  • Knowledge of Canadian Air Regulations dealing with RPAS and UAS regulations, the movement and control of air traffic, of ATS rules, airspace structure and associated TC Regulations.
  • Knowledge of the regulatory and procedural framework of the Canadian military, US FAA and ICAO.
  • Knowledge of project and program development/management techniques including planning, organizing and coordination
  • Knowledge of methods, techniques and practices involved in the development of policies, procedures, standards, guidelines, and business planning processes
  • Knowledge of the organization and roles of the International Civil Aviation Organization (ICAO), in relation to RPAS, to participate in the interpretation and application of ICAO Standards and Recommended Practices for air navigation services, to maintain a level of technical awareness, to apply applicable sections of the Convention on International Aviation.
  • Awareness of the Canadian Aviation Regulations and Standards, the ICAO Convention on International Civil Aviation and Annexes (international standards), Civil Aviation Tribunal, international treaties and agreements on air transportation, Civil Air Navigation Services Commercialization Act, NAV CANADA Transfer Agreement, Canada-USA Treaty on Transportation, and bilateral arrangements, to contribute to the development and monitoring of standards and regulations.
