Manager/Senior Manager, Resource Planning
[What the role is]
You will report to the Team Lead and be part of a team that plans, manages and allocates WSG’s annual and multi-year budgets, and manpower establishment. You will provide inputs to budget requests submitted by WSG divisions and work with key stakeholders to ensure a robust system in managing WSG’s financial resources.
[What you will be working on]
Your responsibilities include:

Resource Planning & Management

  • Review WSG’s budget allocation framework and budget governance structure to support WSG business needs and priorities.
  • Ensure alignment of resource planning with WSG’s strategic priorities and the Jobs and Skills strategies and desired outcomes.
  • Review WSG’s annual budget planning process and provide guidance on and strategically evaluate budget requests from divisions. This includes evaluating budget and spending effectiveness against corporate outcomes, as well as budget forecasting and sensitivity analysis of budget data.
  • Review the approach for manpower estab planning and management, and ensure effective estab management by critically evaluating requests for manpower estab against alignment to overall organisational objectives.
  • Negotiate with and secure support from central agencies on budgetary and estab matters and undertake analysis of feedback and change requests to further refine budget, estab and funding policies.
  • Provides objective inputs on budget requests for discussion at key approval platforms such as the Budget and Resource Allocation Committee as well as WSG Finance Committee and Board Meetings.
  • Manage interactions with internal and external stakeholders and decide on escalation cases.

Requirements

  • Preferably at least 3 years of public sector experience in relevant fields such as resource planning and management
  • Possess good communication, writing and presentation skills
  • Possess strong analytical, critical thinking and numerical skills
  • Organised, meticulous and detail-oriented
  • Able to work well with internal and external stakeholders
