Description:

Purpose of specific work area and position
There are four regions within the Rural Fire Service (RFS), and the Regional Operations Branch coordinates and supports Districts, focusing on the translation of organisational strategy into actionable business strategy. The Regions serve as escalation points for operational issues, foster collaboration with partner organisations, and focus on staff support and development. The Regions have a key role in implementing strategic plans, resource allocation, and enhancing emergency response capabilities.
Reporting to the Executive Manager Regional Operations, you will be responsible for leading strategies and initiatives that enhance rural firefighting and emergency management capabilities across the Region. You will also provide expert guidance in the deployment of specialist operational capabilities and work closely with volunteers and other Area, District, Regional and State stakeholders, to build local capability and capacity across prevention, preparedness, response, and recovery for disasters.

Primary duties

In addition to the generic Inspector, Rural Fire Service role description, the primary duties of the Manager [Specialist Capability Coordination] include but are not limited to:

  • Lead the development of specialist operational capability planning for the Region, drawing upon the application of risk-to-resource methodologies to identify gaps and drive consistency in service delivery.
  • Coordinate the development, implementation, and evaluation of initiatives to build specialist operational capacity and capability across the Region, in alignment with the statewide frameworks and plans.
  • Enable and support the coordination and/or facilitation of training for specialist rural firefighting and emergency management capabilities.
  • Provide technical advice to support the correct use and deployment of specialist rural firefighting resources, such as Remote Area Firefighting Teams and Air Operations; as well as advice to support appropriate response to incidents with special hazards and/or fire and rescue operations with RFS attendance.
  • Lead the development and coordination of operational exercise management capability within the Region, providing support and advice to appraise exercise objectives and outcomes, to identify and monitor post-exercise requirements.
  • Facilitate post-event analysis, debriefings, and lessons learned, contributing to continuous improvement strategies, and addressing operational gaps.
  • Develop and maintain strong working relationship with external agencies to build local capability and capacity across prevention, preparedness, response, and recovery for disasters.

Additional information

  • Be able to meet the attributes of the generic Inspector, Rural Fire Service (RFS) role description.
  • Rural Officer Two (RFSO2) or applicants with equivalent industry experience, appropriate skills, knowledge, are encouraged to apply.

  • Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.
  • Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
  • This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
