Job Description

In this role you will:

  • Influences category strategies to address internal business needs in various technology areas with a focus on the Software category. This includes developing sourcing strategies and programs aligning with strategic objectives.
  • Proactively oversees major and complex client initiatives aligned to strategic objectives, to provide contracting expertise, build business relationships with clients and ensure effective delivery of procurement services.
  • Deliver projects in all aspects of the sourcing process, from category assessment, cost savings opportunities, vendor due diligence, RFx, contract negotiations, and vendor management. Categories in scope will include but are not limited to: engineering and design, health, safety and quality, advisory and legal services, auditing and financial services and pension, benefits and recruiting services..
  • Participates and provides leadership for the implementation of process improvements of procurement processes with a special emphasis on the utilization of the most optimal procurement/payment method of acquisition.
  • Regularly reviews opportunities to improve procurement governance frameworks and tools and acts as a trusted advisor on procurement practices to enhance and maintain corporate consistency and procurement efficiencies.
  • Performs gap and impact analysis, leads the identification of risks and recommends alternative solutions to close gaps and strategies for risk mitigation.
  • Develops strategic relationships with internal and external stakeholders, enhances supplier relationships, ensures commitments are fulfilled to meet internal client’s needs in alignment with strategic objectives.
  • Provides insightful progress reports and recommendations for senior management to influence decision making for current and future procurement plans. Collaborates with key internal and external stakeholders to develop procurement work practices that are aligned to portfolio, workplans, budget, processes and procedures.
  • Acts as a change agent as part of our broader Supply Chain Maturation initiative and collaborates closely with various business partners across the stakeholder groups for their Sourcing needs.
  • Delivers projects in all aspects of the sourcing process, from category assessment, cost savings opportunities, vendor due diligence, RFx, contract negotiations, and vendor management.
  • Acts as the principal negotiator/spokesperson for the Company with external suppliers on terms of business, defining product specification and delivery expectations.
  • Oversees and conducts supplier business reviews with critical and strategic suppliers ensuring attendance and participation of Senior Management/Executives from both NAV CANADA and the supplier. Documents outcome of the reviews which can lead to follow-up actions and resolution of issues/challenges.
  • Develops innovative solutions to conflicting priorities and interests of contractors, client and NAV CANADA, which protects the interests of the company; Evaluates and monitors contracts to ensure compliance with the agreed contract terms and conditions by internal clients and suppliers.
  • Manages a segment of the Assistant Vice President, Supply Chain budget; Developing budgetary plans and projections based on operational requirements and priorities, the commitment of funds including contract and associated running costs, etc. Provides leadership and guidance to the various core functions of the purchasing organization, fostering an environment of collaborative work and open communications.
  • Fully accountable for a staff including the responsibility to hire, allocate priorities, assess performance, authorize leave, schedule overtime, provide guidance and coaching and take disciplinary action as required.

What you bring:

  • University Degree in Supply Chain Management or Procurement and Contracting or related or equivalent combination of education training and experience.
  • In depth experience & knowledge of IT Software, SaaS, Cloud based solutions and IT Services
  • Knowledge is required of software licensing, pricing and obligations.
  • Experience within the last 7 years, managing a team in a procurement and/or contracting environment.
  • Minimum 10 years’ experience in the areas of Contracting and/or Logistics.
  • Minimum of 4 years of recent experience analyzing contracting and procurement matters of varying complexity and communicating advice and recommendations effectively to senior management.
  • Minimum of 7 years of recent experience reviewing contractual and procurement documents for tendering, evaluation, and selection of suppliers and applicable legislative, regulatory and policy authorities to ensure compliance.
  • Minimum of 4 years of recent experience in negotiating and resolving contracting and procurement issues.
  • Experience reviewing and responding to RFPs preferred.
  • Possesses Technical knowledge to support and manage large scale Information Management projects and service requirements.
  • Indepth Knowledge is required of contract law, standard contract terms & conditions, taxation, insurance and risk management principles.
  • Indepth Knowledge is required of software licensing, pricing and obligations.
  • Broad Knowledge is required of the air traffic control systems, their basic operating principles and key requirements as related to NAV CANADA.
  • Knowledge is required of the sources, supply and specifications of a wide variety of air navigation equipment and services as well as of the technological developments in the industry.
  • Knowledge of project and change management principles and best practices.
