THE PITCH

Concessional capital and blended finance are increasingly important parts of BII’s capability in meetings our aims. This opportunity centres on ensuing that BII is at the forefront of using concessional capital, which is more important now than ever. This role provides the opportunity to input into management thinking to ensure Blended Finance principles are integrated into all we do. This includes assessments of individual investment decisions and portfolio construction, financial returns, mobilisation, and VAR. We’re looking for a proven leader who can lead how we dynamically integrate all of these considerations into the investment decision making process and how we create impact.
The successful candidate will chair the Kinetic (concessional capital) Investments committees (ICs) and sit on other ICs, in particular those needing expertise on structuring or with concessional elements.
In short, this is a rare opportunity for a passionate leader, motivated by BII’s proposition and use of concessional capital in investment decision-making.

PROVEN BLENDED FINANCE INVESTMENT EXPERIENCE:

  • Record of investing in blended finance vehicles and the application of Blended Finance principles.
  • Transaction risk/return assessment within a concessional capital context.
  • Private equity, structured finance, or commercial banking experience or DFI/MDB experience.
  • Experience Chairing (or being a member of) Investment Committees or Credit Committees.

Responsibilities:

The Chief Investment Officer (Blended Finance) is responsible for overseeing BII’s investment decision-making, portfolio management and strategy for concessional capital investments. Concessional Capital within BII is defined as pools of capital other than Growth Capital and that funding BII Plus and technical assistance. The role is focused on ensuring that BII uses its concessional capital wisely to advance development objectives consistent with the risk return profile for each pool and in line with Blended Finance principles.
In particular, the CIO (Blended Finance) will be asked to Chair Kinetic ICs for all products and provide constructive challenge to investment proposals to ensure a rigorous examination of minimum concessionally, ensure consistency across proposals in terms of financial returns, development impact and economic assumptions. The CIO (Blended Finance) will have oversight of the risk/return balance through the investment lifecycle.
The CIO (Blended Finance) will, working closely with the CIO, and the investment teams and Sector Heads, ensure that concessional investments are appropriately managed throughout their life and that proactive measures are taken to manage the portfolio effectively and in accord with BII’s policies and objectives.
The CIO (Concessional Finance) will, in conjunction with the CIO, review and refine as necessary BII’s overall decision-making process for making investments, provide independent analysis and standard setting, and ensure that investment teams operate in a collegial manner across geography, sector and product line.
