Description:
SUMMARY OF PRIMARY FUNCTION
The Migrant Education Services Coordinator is responsible for the daily operations of the program, supporting and monitoring effective education and disabilities services, is available to staff, verifies and submits final reports on time, and ensures compliance with federal, state, professional, and program standards. The Migrant Education Services Program Coordinator ensures migratory students have the opportunity to enroll in the program that is designed to overcome educational disruptions, cultural and language barriers, social isolations, various health-related problems, and other factors that inhibit the ability of such children to do well in school, and to prepare such children to make successful transition to postsecondary education or employment. Provides backup coverage for teaching staff as needed. Helps recruit potential families by providing information to them about the various program services and benefits offered to enrolled children and families.
DISABILITIES SERVICES
- Partners with the Disability Services in each district to ensure full inclusion of children with disabilities following the Individuals with Disabilities Education Act (IDEA), Americans with Disabilities Act (ADA), and state laws and regulations.
- Reviews education and disability screenings to assure completion in a timely manner, proper documentation, and identification of any need to further evaluate and/or intervention.
- Assist classrooms in providing any necessary modifications to the environment, varied formats of instruction, and individualized accommodations and support as needed for the full participation of children with disabilities.
- Supports teaching staff in responding to individual needs and implementation of children’s goals and objectives in the Individual Education Plan (IEP), Individual Family Services Plan (IFSP) and/or Professional Plan.
- Collaborates with the Education and Disability Services team to support all aspects of disability services at the school level and partners with families to ensure the success of their child in the classroom.
- Assists in documenting disability and related services in the Summer Program Services Report, providing accurate and timely follow-up to ensure continuity of care.
- Supports effective transition for children and families coming into the program in regard to education/disability services by providing training, resources, and support; Supports effective transitions for children exiting the program to ensure continuity of services with receiving schools and/or early childhood programs.

Responsibilities:
PROGRAM COORDINATION, EXPECTATIONS AND RESPONSIBILITIES
- Maintain familiarity with the Migrant Education Program (MEP) state and federal guidelines.
- Ensure identification and recruitment efforts in the region surrounding the district.
- Record the MARSS number on the Summer Program Services Report (SPSR) for each migratory child.
- Develop and manage a budget plan to ensure that migrant services supplement, not supplant, services for which migratory students qualify.
- Allocate funding to attend mandatory meetings.
- Attend weekly virtual MEP Coordinator, Secondary and ID&R calls.
- Attend weekly student progress check-in meetings with the Instructional and Support Services Manager.
- Recruit, coordinate and plan for adequate staffing, curriculum, and instruction.
- Participate in joint planning with other local, state, and federal programs to integrate services across programs to address the needs of migratory children (e.g., local school district summer school programs, family health clinic services, dental care, early childhood program and services, targeted services, English language development, summer food service, transportation).
- Develop and communicate program policies and emergency procedures to all staff (e.g., transportation, weather drill, emergency phone tree, field trip expectations, etc.).
- Collect, submit and facilitate the timely transfer of student academic records when children move to another school (e.g., evaluations, surveys, SPSR, direct contact with home-base school counselors, TMIP and MSIX).
- Conduct interstate and intrastate coordination services for migratory children and youth.
- Provide professional development for staff that will enable them to meet the unique needs of migratory children and youth (e.g., Migrant 101, MSIX, English Learner, MEP eligibility).
- Facilitate enrollment of students in the local district for the fall semester.
- Ensure that all secondary students in grades 8-12 working toward credit accrual are enrolled in the district.
- Generate an official transcript of all academic work of secondary students working toward credit accrual and submit a copy of the transcript to the Instructional and Support Services Manager within 10 days from the end of the term or withdrawal from school.
- Supports and collaborates with school districts to ensure high-quality teacher interactions, program implementation, and effective collaboration is maintained.
- Accurately completes the Summer Program Services Report in a timely manner.
- Responsible for collecting and submit all forms, reports, transcripts.
- Credit Accrual Reporting is completed within 3 days of credit accrual or recovery course completion.
- Coordinate nutrition and health services for children and families as needed.
