Description:

CeLeen, a Pequot Company, is seeking an experienced Military Construction (MILCON) Telecom Engineer to support a potential contract in Stuttgart, Germany.

Duties may include but are not limited to:

  • Serve as the Inside Plant (ISP) and Outside Plant (OSP) Engineer and/or Subject Matter Expert (SME).
  • Serve as an expert on regulatory standards from the associated Depart of Defense (DoD) Component and local host nation to apply and comply towards the ISP/OSP designs.
  • Review MILCON Telecom designs and provide directions/guidance that meets the Government’s requirements and regulatory compliance.
  • Meet with Telecom vendors to perform market research, explore new solutions, develop technical solutions, perform analysis, and develop list of materials.
  • May represent Naval Information Warfare Center (NIWC) Atlantic to engage with stakeholders.
  • Collaborate with other stakeholders of project/program to analyze the requirements and engineer the Telecom solution
  • Systems Engineering to include requirements gathering and analysis, scope definition, cost estimate development, design development, implementation delivery, On-site Government Representative (OSGR), System Operational Verification Test (SOVT).
  • Develop technical documents using automated tools.
  • May serve as the Project Lead and/or Project Manager on designated projects from the Integrated Product Team (IPT).
  • Manage cost, schedule, performance of the project.
  • Develop contract packages for procurement of services and supplies.
  • Develop the contract documentation to provide the government Contracting Officer Representative (COR).
  • On behalf of NIWC Atlantic, provide oversight to a services contract for the project and report to the government COR.

This position is contingent on contract award

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to work in confined areas.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 11-20% / Occasional travel.

BASIC QUALIFICATIONS

  • BICSI ICT Certification Registered Communications Distribution Designer (RCDD).
  • Must have 5-10 years’ experience in ISP/OSP design and implementation projects.
  • Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Candidate must undergo a TESA approval process to be considered for the job.
  • Professional proficiency in English is required.
  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Federal will not sponsor applicants for work visas for this position.

PREFERRED QUALIFICATIONS

  • Bachelor’s Degree.
  • Current, active Secret security clearance.
