JOB DESCRIPTION

Panagora Group is a U.S. small business that provides technical and advisory services related to monitoring, evaluating, and learning USAID/Colombia’s strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
USAID/Colombia requested that MELSA develop research on the key elements of its ethnic inclusion policy. The study aims to inform the design and planning of the new Country Strategy for Development Cooperation for 2025-2030. Over some time, USAID/Colombia has implemented long-term work with ethnic communities and has invested significant resources in advancing the protection of their rights, supporting economic empowerment, strengthening their territorial governance structures and capacities (including also those related to environmental conservation), contributing to overcoming racial discrimination and exclusion. Currently, USAID/Colombia needs to (i) consolidate a review of the results achieved for the period 2009 -2023, (ii) review the lessons learned as part of its localization efforts, and (iii) analyze the current challenges and opportunities derived from the implementation of the Ethnic Chapter of the Peace Agreement framed in the role of the U.S. government as its main international partner.
The consultant (he/she) who fulfills the mixed methods specialist role plays a crucial part in this research. They will be responsible for supporting the team leader in preparing quantitative and qualitative inputs, ensuring compliance with established deadlines and USAID/Colombia quality standards. Their expertise and contributions will be instrumental in identifying findings, conclusions, and recommendations.

REQUIREMENTS

  • B.A and master’s degree in a relevant field (economics, social sciences, etc.)
  • Minimum of five (5) years of relevant experience including leading quantitative data analysis processes and conducting statistical analysis of data.
  • Strong knowledge of results frameworks, with expertise in analyzing intersectoral intervention results.
  • Working knowledge of ethnic differential approach.
  • Experience in cross-sectoral research.
  • Advanced knowledge of written and spoken English and Spanish.
  • Ability to develop documents and participate in meetings and presentations in English and Spanish.
