Key Responsibilities:

Strategy Development & Planning

  • Leading the process of monitoring, evaluation and learning especially enabling of knowledge management of project outcomes
  • Promote community level monitoring, evaluation and learning with Project Officer support, and integrate these into project designs and annual plans.
  • Provide technical support of the development of ITT, MTT, and its relation with WASH BP indicators
  • Managing strategic WASH BP learning events in organization to be effective and link to the Knowledge management as a whole.
  • In close collaboration with PM, Project Officers, WASH Specialist GEDSI specialist, PQA, KM Specialist, MELC at Cluster and APs in term of develop monitoring, evaluation and learning plan and budget.
  • Facilitate cross-cutting theme integration into program monitoring and evaluations, including Gender, Equality, Disability and Social Inclusion (GEDSI) analysis, Christ-centered commitment as well as child participation and protection.
  • Availability of project monitoring, evaluation and learning especially enabling of knowledge management of project outcomes
  • Promoted Community level monitoring, evaluation and learning with Project Officer support and integrated into project design and annual plans.
  • Availability of ITT, MTT documents and connected to BP WASH indicators
  • WASH BP learning events regularly implemented
  • Availability of monitoring and evaluation plan and budget in close collaboration with PM, Project Officer, WASH Specialist GEDSI Specialist, PQA, KM Specialist, MELC at Cluster and APs in term of develop monitoring, evaluation and learning plan and budget.
  • There is integration of cross-cutting themes into program monitoring and evaluation, including Gender Equality, Disability and Social Inclusion (GEDSI)analysis, Christ-centered commitment as well as child participation and protection.

Resource Acquisition & Management

  • Provide technical advice on budget preparation for monitoring, evaluation and learning to ensuring the effective and cost-efficient use of resources.
  • Provide recommendations based on project achievement against targets and work monitoring to identify new project opportunities.
  • Increase utility of National Management Information System (NMIS) application as an important reference to provide credible and necessary information.
  • Availability of technical guidelines on budget preparation for monitoring, evaluation and learning to ensuring the effective and cost-efficient use of resources.
  • Availability of recommendations on targets and monitoring of work based on project achievements to identify new project opportunities.
  • Utilization of National Management Information System (NMIS) application as an important reference to provide credible and necessary information.

Capacity Building

  • To build the capacity of APs staff in WVI and partners in program monitoring, evaluation and learning methodologies.
  • Develop and test contextually appropriate models to monitor, evaluate and learn documenting and disseminating lessons learned.
  • Support Project Officer to train partner community groups in monitoring, evaluation and learning to build their capacity for management of local initiatives.
  • Document and disseminate key lessons and strategies to appropriate stakeholders.
  • Participate in practitioner networks / working groups, as agreed with the Project Manager, to ensure ongoing learning on good practices & sectoral standards relevant to assigned projects
  • Coordinate with Zonal or National Office LEAP team for promising practices, lessons learned and current methodologies.
  • Develop capacity of staff at National and Field level to contribute to knowledge management system in the form of leveraging learning process, improve documentation system and sharing of knowledge
  • APs staff at WVI and partners have capacity in program monitoring, evaluation and learning methodologies.
  • Availability of contextual models in monitoring, evaluating and learning to document and disseminate lessons.
  • Availability of manuals for Project Officers to train partner community groups in monitoring, evaluation and learning to build their capacity in managing local initiatives.
  • Documented and shared key lessons and strategies with appropriate stakeholders.
  • Actively engage in a network/workgroup of practitioners, as agreed with the Project Manager, to ensure continuous learning of good practice & sectoral standards relevant to the assigned project
  • With the National Office or Zone LEAP team share promising practices, lessons learned and up-to-date methodologies.

  • Ensure that the DME processes and products are in alignment with LEAP standards and associated guidelines
  • Ensure ITT is used for accountablele programming and achievement of expected results and for learning.
  • Provide technical support for PM in preparation of “Project Charter” to meet LEAP milestones.
  • Contribute to the submission of Project reports, include according to donor guidelines.
  • Support the processes for program evaluation and baseline.
  • Facilitate WASH organizational sharing and learning sessions through Community of Practice (CoP) to stimulate innovation and/ or replication/ adaptation on any good practices, ideas or knowledge to support achievement of strategic objectives.
  • Availability of Project monitoring systems and tools and ensuring they are used by all related staff to track project implementation progress, and to capture lessons learned.
  • Technical support for PM works closely with project officers and gender and public policy officers in the project planning, implementation, monitoring and reporting processes.
  • LEAP is implemented with quality to make a definite and measurable contribution to the welfare of children. Cooperate with the Project Officer, PQA and AP/Clsuter MELC in carrying out program measurements.
  • DME processes and products are in line with LEAP standards and related guidelines

Networking & Coordination:

  • Communicate effectively World Vision’s identity, mission, vision, values and our approach to work in ways that are contextually appropriate and clear.
  • Coordinate closely with Project Officers, WASH specialist, GEDSI spesilist, PQA, NMIS dan other dept in LEAP implementation.
  • Build and maintain network within and outside WVIDN to maximize resources utilization in the field of monitoring, evaluatioin and learning.
  • World Vision’s identity, mission, vision, values and approach to work in an appropriate and contextually clear way are well communicated
  • There are partnerships with Project Officers, WASH specialists, GEDSI spesilist, PQA, NMIS and other departments in LEAP implementation.
  • Establishment of networks inside and outside WVIDN to maximize resource utilization in the areas of monitoring, evaluation and learning.

Management & Leadership:

  • Willing to live and working among the people, endeavoring to witness to Christ through life.
  • Coordinaate with Project Offcer and MEL team in field to ensure project and program goals within target areas are met according to WASH Business Plan doc on time, on budget and with quality.
  • Provide technical support for Project Officers in monitoring the context of target areas on an ongoing basis and recommend adjustments to program plans and management in light of changing context, resources, and opportunities.
  • Facilitate spiritual nurture activities for WASH BP members according to WVIDN core documents, include to model a high standard of personal biblical leadership, maturity and integrity as an example to staff and others.
  • Create enabling and positive team environment where staff are able to develop their spiritual gifts and grow in Christian maturity and facilitate a working environment of mutual trust, respect, and care among all staff.
  • Organize learning event in National Office (and Field as needed) to ensure its contribution to the achievement of strategic ministry objectives and organizational knowledge
  • Live and work among people, seeking to testify of Christ through life.
  • Project and program objectives within the target area aWASH Business Plan doc on time, within budget, and with quality.
  • Availability of recommendations for adjustments to program plans and management taking into account changing contexts, resources, and opportunities.

Qualifications

Required Professional Experience

  • Min. 2 years’ experiencein monitoring, evaluation and learning work, experience in conducting survey, analyze and survey report is an advantage.
  • Proven track record in project design, implementation, monitoring, evaluation and report writing.

Required Education, training, license, registration, and certification

  • Bachelor degree majoring social development, statistics or any other relevant field.
  • Good understanding of key aspects of development work.

Preferred Knowledge and Qualifications

  • Good basic statistic knowledge.
  • Able to operate open source data and information collection apps
  • Solid computer skills in Microsoft Office.

Language Requirements

  • Proficiency in Bahasa Indonesia and English
