Role purpose
The National Security Operations Manager leads the organisation’s plans, processes and communications relating to security management across the shopping centre portfolio. It provides key input into the procurement process for the appointment and management of preferred security providers at centres.
Key Responsibilities

Security Strategy – Asset and Operational

  • As relates to the portfolio of centres - build and maintain a robust security strategy aligned to organisation’s goals and objectives.
  • Conduct thorough risk assessments and audits to identify security vulnerabilities as it relates to assets individually or collectively.
  • Design and implement appropriate security measures to mitigate identified risks.
  • Implementation of the Security Operations Manual (SOM) across suppliers and security teams.
  • Ensuring compliance with Federal Government Crowded Place Strategy and any other relevant legislated requirement impacting physical security at Vicinity assets.
  • On an as needs basis provide input and guidance on corporate security noting corporate security strategy would be formulated at Executive Leadership level with necessary external advisory as required.
  • Retain relevant security licensing for development and operational purposes.

Security SOPS

  • Work across enterprise with C&AM team to review security policies and procedures to ensure alignment with portfolio needs and industry standards, providing expert advice on security matters. Ensuring all documents are relevant, necessary, and practical.
  • Work with Procurement and Centre Teams to ensure contractors train and adhere to Vicinity policies as a part of contractual obligations.
  • Ensure KPIs effectively measure service expectations and compliance with policies and procedures.
  • Ensure Centre Teams are properly trained in policy and procedures.
  • Regularly review security labour levels and optimise in line with risk and service needs.

Incident Reporting and Analysis

  • Manage the security incident reporting system (presently Auror), ensuring effective recording of security incidents and utilisation of the data.
  • Analyse crime trends, incident patterns and identify opportunity/risk response areas.
  • Provide comprehensive reports to the organisation (Board through to centre-based teams) on security-related matters relevant to the audience.

Contractor Engagement/Management

  • Oversee relationship with security providers, ensuring delivery of service standards/KPIs.
  • Compliance with contractual obligations.
  • Proactive partnering with security providers to develop culture of continuous improvement and understanding of technology opportunities for ongoing best practice.
  • Ensure monthly KPIs – centre level meetings are occurring with positive outcomes.
  • Conduct quarterly reviews with providers. Reviews driven by service delivery, KPI and incident data.
  • Provide strategic and tactical input to the procurement process as operational SME lead.
  • Monitor contracted security providers for compliance with state legislation relating to licensing
  • Evaluation of security tenders.

Asset Operations

  • Oversight and support for Asset teams on security, incident management and key risk matters.
  • Working closely with Regional Operations Managers to ensure integration on other key operational areas – cleaning, carpark management, contractor management, etc.
  • Preparing guidance for logistics and planning around key trading periods and events.
  • Guidance and input on security requirements for assets undergoing redevelopment.
  • Input and oversight of annual security operating budgets.
  • Input and advice for security infrastructure capital planning including – CCTV, access control, control rooms, etc.
  • Support with retailer engagement programs around security and safety.

Training

  • Develop and lead a comprehensive training package for security providers, linking into current induction criteria. Package to utilise SOM, CEMS, existing Desktop training tools and video packages. • AS 3745:2010 Planning for Emergencies in Facilities at the asset level (in partnership with LGARS):
  • Training of Wardens and Chief Wardens (6 monthly)
  • Maintenance of Emergency Management Manuals (5 yearly)
  • Maintenance of Evacuation Diagrams (5 yearly or when there is significant change to base-build of Centre or other buildings.
  • Support with Retailer training programs
  • Management of contracted training provider for Emergency Management training and documentation

Strategic and Tactical Relationships – External Stakeholders

  • State based law enforcement authorities, Local Government, Major Tenants Loss Prevention
  • Federal Police/Counter-terrorism macro risks, collaborate with relevant law enforcement agencies/stakeholders to develop and implement counter-terrorism strategies if required
  • Liaison with SCCA/NRA on Security and Crowded Place Strategy, Anti-theft and Staff Safety programs etc.
  • Representation for VCX with FASE
  • Serve as the primary point of contact for law enforcement and other relevant community stakeholders regarding significant security matters.
  • Foster positive relationships with government stakeholders (federal, state and local) and represent the organisation in stakeholder meetings.
  • Stay updated on latest counter-terrorism practices.

Security Infrastructure

  • Create and implement systems to review the level of compliance across critical security systems (BWC, CCTV, Access Control, Key Management and Alarm Systems). Leverage where possible existing systems (iAuditor or Evolution)
  • Liaison with Cyber and IT teams to support development/optimisation of security infrastructure
  • Work with Procurement and Centre Teams to ensure contractors train and adhere to policies and procedures
  • Integriti Access Control maintaining standards, providing advice etc. Supported by IT department (planned transition).
  • CCTV systems including IDRS maintaining standards, providing advice etc. Supported by Innovation Team.

Security Innovation and Optimisation

  • Provide advice and guidance on security technology in support of the PM team to ensure Vicinity has modern, capable and fit for purpose systems in place.
  • Work with C&AM team to review and advise on preferred physical and technical security platforms. Ensuring appropriate and robust systems, operate across the enterprise.
  • Keep across and identify any innovation opportunities across the security landscape – work with the Innovation Team to develop out and implement where appropriate.

Emergency Management

  • Act as Emergency Management Liaison (EL) for both RIMT and CMT
  • Oversight at asset level of Emergency Management training provider in support of LGARS team
  • Ensure all EM incidents are reviewed from a security risk mitigation POV.
  • Ensure implementation and compliance with all Crisis Emergency Management (CEM) policies and all EM compliance issues as identified and requested.

Modern Slavery

  • Participate in Modern Slavery Working Group
  • Monitor and support best practise amongst contracted security providers

Capability and Experience

  • 10+ years’ experience in security operations or related discipline.
  • Strong knowledge of security operations, incident response, and security technologies.
  • Advanced knowledge of modern security threat management, systems, tools, and techniques and can effectively apply the concepts.
  • Demonstrated ability to utilise relevant technology including AI and analytics to detect and respond to identified threats.
  • Demonstrated skills and experience in resolving information security breaches against appropriate security frameworks, policies, and standards.
  • Exceptional communication skills, appropriate to employees at all levels, contractors and law enforcement.
  • Strong collaboration skills – able to achieve alignment between stakeholders with differing needs
