Kitsap Regional Library is looking for an experienced Network and Systems Administrator to join the Kitsap Regional Library IT Team. The Network and Systems Administrator oversees daily network operations, fulfills system administration responsibilities, and responds to support issues. This position has no direct reports but is expected to work closely with the other IT staff. Additionally, this position works with Information Technology leadership to plan, design and administer network infrastructure, wired/wireless connectivity, and Internet/Intranet service with the goal of optimizing network services for end users. Under limited supervision, this role provides technical support for PCs, servers, Local and Wide Area Networks, and VoIP Telecommunications in supporting the needs of the Kitsap Regional Library. Work is performed with considerable latitude for exercising judgment and initiative necessary to ensure availability of technology systems and services. This position reports to the Director of IT and Facilities.
Ideal candidates will be able to discuss and demonstrate successful experience configuring and maintaining Hyper-V virtualized servers, Exchange Online in a hybrid environment, Fortigate firewalls, SCCM, Intune, Sharepoint Online, Defender, TrueNAS, and Cisco switches (C9300 Layer 3 and C9200’s) Additionally, demonstrated experience with managing Active Directory, DNS, and DHCP servers, transitioning from AD to Entra ID, and Azure Cloud Services is desirable. Previous library IT experience and knowledge of Integrated Library Systems (ILS) such as Polaris, print management systems such as PaperCut, and use of Faronics Deep Freeze will be considered a plus.

GENERAL DESCRIPTION

Under limited supervision, the Network and Systems Administrator provides technical support for PCs, Servers, Local and Wide Area Networks and Telecommunications in supporting the needs of the Kitsap Regional Library. Typical duties include maintaining computers, printers, and other peripheral equipment, installing, and supporting servers including the operating system, maintaining voice, email, and data communications, configuring switches, routers and firewalls, and monitoring the library’s network infrastructure, as well as diagnosing, troubleshooting and resolving problems. Work is performed with considerable latitude for exercising judgment an initiative necessary to enable continued utilization of related systems. This position is represented by the Washington Public Employees Association/UFCW local 365.

QUALIFICATIONS AND EXPERIENCE

Associate’s Degree in Information Systems from an accredited institution, plus a minimum of five years of systems or network administration experience, or any equivalent combination of experience and education which provides the incumbent with the desired skills, knowledge, and demonstrated ability to perform the requirements of the position. Bachelor’s degree preferred.

Professional networking, Windows, Microsoft server, Microsoft 365 and/or cloud certifications a plus.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to maintain regular and reliable attendance.
  • Experience working in a Microsoft environment, including but not limited to SCCM, Active Directory, GPO, Azure, Exchange, SharePoint, and Microsoft 365. Comfortable with administering and assisting end users with Office 365 applications.
  • In-depth knowledge of common workstation, server, and mobile operating systems, including Windows, MacOS, Unix, Apple iOS, and Google ChromeOS.
  • Knowledge and understanding of voice and data networks including TCP/IP and the OSI model particularly with layers 2 and 3, routing, VLANS and IPv4 and IPv6.
  • Experienced in Active Directory, Azure Active Directory, DHCP and DNS. Working technical knowledge of IIS, Proxy, Apache, and SQL Server. Working knowledge and experience with VoIP phone systems. Strong knowledge of NAS, SAN, load balancing, iSCSI, RAID, and network file share technologies.
  • Ability to effectively organize workload, self-motivate, adapt to changing needs and direction and to support team decisions.
  • Ability to coordinate and implement projects on-time, on-budget and within scope.
  • Ability to establish strong working relationships with staff, Library users and vendors while communicating highly technical information clearly and concisely to audiences of varying technical ability.
  • Ability to maintain confidentiality and good judgment when dealing with user and Library data.

Responsibilities:

ESSENTIAL FUNCTIONS

DUTIES:

  • Establish an optimal networking environment by planning, designing, configuring, testing, installing and documenting network equipment and systems. Maintain LAN, WAN and wireless connectivity and system integrity by proactively monitoring network resources and resolving identified problems.
  • Respond to support requests from all branches and departments for all technology services including determining the priority of service requests, providing timely initial responses, and supplying a resolution to the end user.
  • Analyze, install, configure, monitor, and maintain physical and virtual servers in accordance with the needs of the Library.
  • Support, maintain, administer, and document hardware and software components and services related to voice, email, cloud and other on-prem and cloud services to ensure continued, uninterrupted operation of these systems.
  • Create, oversee, enhance, proactively monitor, and document network and computer security measures to protect the Library’s network from outside threats such as DDoS attacks, viruses, malware, ransomware, or other destructive intrusions. Promptly respond to and isolate security issues, follow up with comprehensive post-event analysis and provide recommendations for remediation.
  • Analyze and research technology issues for potential implementation according to needs and budget of the library. Provide cost and time estimates for network/system integration projects. May design and program application software, scripts, or database applications in any of a variety of computer languages. Coordinate and participate on IT projects as assigned.
  • Ensure facilities are properly wired according to current standards to ensure appropriate availability of system-wide voice and data network access to production applications and to the Internet.
  • Ensure network and server systems integrity by monitoring and maintaining UPS’ and via regular system backups of all production systems and data. Ensure backup processes are working as expected by executing routine tests. Perform successful recovery from backups in the event of a disaster. Assess and enhance backup solutions, ensuring backup continuity through a mix of onsite, offsite, and cloud-based storage methods.
  • Develop and maintain effective lines of communication within the department and division and with other departments, branches, and divisions. Coordinate with other departments in planning, developing, and maintaining efficient workflow among departments, branches, and divisions.
  • Maintain accurate and detailed departmental documentation and records for hardware inventory, maintenance, and software registration.
  • Use System Center Configuration Manager (SCCM) to monitor endpoints on the network, automate Windows updates and patching, push software packages, and create and deploy images over the network.
  • Required to occasionally work off hours and to be on-call on a rotating basis.
  • Perform other related duties as assigned.
