GENERAL DESCRIPTION

The Deputy Director of Procurement for the Office of the Attorney General, a state agency with over 4,000 employees, oversees the procurement & contract operations of the agency. Under the direction of the Chief of the Procurement & Contract Operations Division, the Deputy Director will assist in providing direction and guidance in strategic operations and planning for the agency’s procurement operations and ensuring that all procurement for the agency is conducted ethically and legally. Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating procurement-related activities; and reviewing and approving budgets.

MINIMUM QUALIFICATIONS

  • Education: Graduation from high school or equivalent
  • Education: Bachelor’s degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: business, public administration, accounting, management
  • Experience: Nine years full-time purchasing or contract administration experience
  • Extensive knowledge of state contracting and purchasing procedures
  • Extensive knowledge of budgetary and strategic planning
  • Skill in analyzing complex facts and problems and making effective recommendations
  • Skill in exercising good judgment and discretion in interpreting and applying division policy and applicable law
  • Skill in using a computer for word-processing and data entry/retrieval, including various software applications
  • Skill in team building, motivation, staffing, organizing, planning, customer service and creating a positive working environment
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines
  • Skill in effective oral and written communication
  • Ability to use, interpret, and monitor all guidelines, rules, policies, and laws related to the procurement process
  • Ability to oversee and initiate emergency purchases
  • Ability to evaluate bids, to develop methods and procedures for locating supply sources, and to maintain a system of record keeping
  • Ability to perform highly advanced contract administration work
  • Ability to monitor contract performance, including developing and tracking key metrics
  • Ability to develop, plan, and conduct presentations
  • Ability to work cooperatively with others in a professional office environment
  • Ability to obtain and maintain a valid driver’s license
  • Ability to work 8:00 a.m. – 5:00 p.m., Monday through Friday
  • Ability to receive and respond positively to constructive feedback
  • Ability to provide excellent customer service
  • Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
  • Ability to use personal vehicle or arrange for personal transportation for business-related travel
  • Ability to work more than 40 hours as needed and in compliance with the FLSA
  • Ability to lift and relocate 30 lbs.
  • Ability to travel (including overnight travel) up to 5%
