POSITION SUMMARY:

This position is accountable for all operations and engineering activities associated with the Shawflex Nuclear business, including production, qualification, testing, planning, logistics, process engineering, continuous improvement, standardized processes, materials management, maintenance, HSE implementation, as well as external beaming and other third party operations.
Specifically, the Operations Manager, Nuclear, owns the flawless design & execution of Nuclear wire and cable customer orders, via effective leadership and coordination of all internal and external stakeholders, and efficient manufacturing procedures, processes and continuous improvement. From initial order intake through qualification testing and delivery, the Operations Manager, Nuclear, works with his/her direct Project and Engineering team, dotted line Production team and an internal cross-functional team on all aspects of fulfilling the contractual obligations of customer orders, with particular emphasis on critical engineering, manufacturing and quality processes/ procedures and KPI metrics – all while maintaining an incident and injury free workplace.
The Operations Manager, Nuclear, establishes expertise with relevant wire and cable product design/constructions and testing equipment to support internal and external customers and represents Shawflex as a technical expert and point of contact with customer’ technical project teams – routinely overseeing production and qualification status updates for live/open orders. Responsibilities also include operational continuous improvement campaigns, customer solution development, technical customer service, and owner of the standardization of Nuclear Project Management execution.
This is a key leadership position in the Shawflex Nuclear & Space business.

KNOWLEDGE & SKILLS:

  • Bachelor’s degree in Engineering
  • 6-10 years of experience. Previous Nuclear Operations Management experience a must.
  • PMP, CSA N299 course, Safety Management, Six Sigma black belt would be considered and asset.
  • Strong leadership, supervisory and communication skills.
  • Extensive knowledge and experience establishing standard work instructions, production and safety management
  • Extensive knowledge and experience in Process Mapping and continuous improvement (Project Visio)
  • Knowledge of occupational health and safety and employment standards legislation.
  • Knowledge of CSA N299.2/3/4 and NQA-1/CFR50 Appendix B QA/QC systems and controls
  • Knowledge of ISO9000 quality systems.
  • Knowledge of World Class manufacturing techniques such as Kaizen, Six Sigma, JIT, Lean, TQM, KanBan, COQ, etc
  • Excellent technical communication skills
  • Comfortable in plant/shop floor settings directing/coordinating technical teams daily
  • Ability to take control and do ‘whatever it takes’ to meet tight deadlines
  • Demonstrated ability to manage teams across several projects simultaneously
  • Ability to create detailed Project plans, track status and deliver plans on time and on budget (Microsoft Project and Excel fluency or other specific Project Management software)
  • Knowledgeable of Project Management best practices/tools
  • Commercial/business acumen considered an asset when speaking with technical decision makers on customer side
  • Cable design & manufacturing experience (or industrial product manufacturing experience)
  • Knowledgeable of Enterprise Resource Planning tools (i.e. IFS, SAP planning)Ability to understand/interpret and contribute to engineering specifications/CAD drawings

Responsibilities:

General Operations Management, Nuclear

  • Maintain and improve the adoption of SMS within the Rexdale site, including office and administrative processes.
  • Develop and implement plans to reduce costs/waste, improve cycle time and on time delivery, improve machine efficiency and labour utilization, and other aspects of operational performance.
  • Integrate and commercialize new products and processes into the plant.
  • Establish procedures and documentation to direct production activities and standardize improvements
  • Develop and implement capacity plans to respond to demand.
  • Ensure adherence to N299.2, NQA-1, and ISO procedures and support the improvement of the system and quality results
  • Ensure adequate predictive/preventive machine maintenance to maintain reliability of plant equipment and systems.
  • Ensure robust and systematic problem solving methods are utilized to drive improvement efforts.
  • Develop/implement purchasing initiatives to minimize purchased cost of consumables and raw materials.
  • Develop/maintain warehouse procedures that support World Class inventory accuracy.
  • Ensure production materials, supplies and consumables are ordered and delivered as required.
  • Coordinate all outbound and inbound shipping activities for the Rexdale Nuclear site.
  • Develop and direct cycle count activities and audits including root cause analysis and correction.
  • Support the quoting process and deliver rapid response times for the quote to order process.
  • Maintain accuracy of IFS system including BOM, routings, standard costs, part #’s and production reporting.
  • Identify and implement freight, reel and skid cost reductions.
  • Operational control of external beam and other third party operations as required.

Nuclear Manufacturing Leadership and Flawless Execution

  • Work with direct team and indirect teams (Operations, Quality and Process Engineering teams) to ensure detailed documentation is generated and available for critical manufacturing production runs according to N299 QMS and following a standardized Nuclear Manufacturing Plan and Process
  • Facilitate recurring training, and communicate expectations (RACI) of indirect operations teams to ensure flawless execution and efficiency
  • Supervise and troubleshoot key nuclear production runs, hands-on approach with presence on production lines (extrusion, jacketing, cabling, testing, etc)
  • Lead process improvement and standardization program to completion and maintain to ensure flawless operations

Nuclear Engineering and Technical Support

  • Lead Nuclear Project and Product Engineering resources (including testing equipment design and maintenance, complex technical design and quoting of Nuclear opportunities, and other CAPEX/OPEX Nuclear engineering projects)
  • Own and maintain Nuclear Test/Qualification equipment, and Nuclear Test Lab
  • Each open order/project to have a designated single point of contact for external and internal stakeholders
  • Provide guidance to direct and indirect teams and external stakeholders based on understanding of critical quality standards (ISO, CSA N299) and related customer specifications
  • Support Sales and Product Engineering in developing project proposals by completing travelers, creating schedules, gathering pricing for outside services, identifying non-standard requirements and other activities as required
  • Support Technology team with new product launch releases and new process implementations
  • Maintain Nuclear Operations equipment
  • Keep up-to-date on wire and cable material and product technologies and manufacturing best practices
  • Develop a working knowledge of run to order products, including shop order knowledge, IFS modifications, and general run to order administration items.
  • Develop expertise in engineered to order products, including qualification and testing, reporting, and engineering trials
  • Support the Sales and Marketing team to ensure all technical related inquiries are organized and dealt with in a timely manner on assigned projects
  • Develop understanding of standard Shawflex product lines and related standards
  • Understand and utilize relevant internal processes as required for product engineering activities (ie. ECR, EWO, etc.)

Lead Nuclear Project Management Office / Project Oversight and Continuous Improvement

  • Chair or delegate Chair to Project Managers, recurring project update meetings with all internal stakeholders and maintain all internal documentation related to order execution
  • Chair or delegate Chair to Project Managers, recurring project update meetings with external stakeholders (customers) and publish minutes for external distributions.
  • Project Management team leadership to effectively develop schedules and keep track of all aspects of project execution from PO receipt to delivery of goods (including detailed progress in manufacturing and qualification testing) for all assigned projects
  • Keep up-to-date on customer needs and priorities
  • Oversee and manage all scheduling of equipment, materials, external vendors, and human resources required for all assigned projects.
  • Maintain a current list of project backlog and project delivery dates striving for 100% on time delivery
  • Provide monthly, quarterly, annual revenue forecasts based on backlog and associated project delivery schedules
  • Develop expertise in the creation of project management related documentation such as Concession Applications, Inspection and Test Plans and others
  • Proactively identify project risks and take appropriate actions to minimize potential delays, cost overruns or quality issues
  • Continuously report active project status in a clear and concise manner through digital project tracker
  • Implement best Project Management practices
  • Work to continuously improve internal processes associated with project delivery
  • Lead continuous standardization, digitization, and efficiency

Human Resources

  • Maintain union free status by building positive employee morale and ensuring Shawflex HR policies are applied fairly and consistently.
  • Provide leadership, coaching and training for direct and indirect Nuclear Operations and Engineering employees to improve themselves and develop flexibility in the workforce.
  • Participate in employee communication meetings and ensure issues raised are corrected.
  • Develop and maintain programs to reward and recognize excellent employee performance

Safety

  • Day-to-day implementation support and supervision of the HSE system to achieve IIF status
  • Develop, implement and monitor specific programs to ensure HSE policies and objectives are achieved.
  • Ensure OHSA and legislative compliance.
  • Ensure 5S housekeeping standards are maintained and improved.

Other/Administrative

  • Prepare annual operating budgets and operations plans.
  • Capacity and lead time planning for Nuclear Production orders and associated Nuclear Testing Equipment (horizontal flex, vertical flex, etc.)
  • Provide input into strategic and capital plans.
  • Support sales goals and initiatives
  • Performance appraisals and salary administration for staff
  • Ensure Shawflex operational and financial policies (as related to operations) are deployed and maintained.
