Description:

The Universal Cells (UC) facility, and the Fuels and Materials Cells (FMC) facility will be replaced with modern integrated facility, the Advanced Nuclear Materials Research Centre (ANMRC). This center will form the cornerstone of CNL’s mission to efficiently and cost effectively deliver Science and Technology.
During the conceptual and design phases, as a Stakeholder, the Operations Specialist is responsible for informing on operational requirements for the Project, supporting creation of and reviewing the business case, supporting the review of Project documentation by third party SME’s, preparing, and delivering presentations to other Stakeholders and the Regulator, and soliciting input from relevant personnel within the Stakeholder division.
During the conceptual and design phases, as an SME, the Operations Specialist works closely with the design team to provide input and operating experience on the designs while they are being developed in both the context of the specific design as well as its interactions with other designs that are part of the Project, and the CNL Site as a whole. The Operations Specialist performs review and comment on designs, design documentation, and relevant technical documentation. The Operations Specialist also acts as a facilitator and helps contextualize and interpret the requirements of other Stakeholders with whom Operations typically interacts with (for example, Radiation Protection). The Operations Specialist also develops preliminary operating procedures and philosophies which are used to validate the conceptual designs and are used as inputs for studies such as initial HAZOP Studies and ALARA Assessments.
During construction the Operations Specialist will develop the formal Operating Procedures that will be used to inform the final Safety Assessments and ALARA Assessments for the facility. As deviations are encountered during design the Operations Specialist will provide input on the Operational impacts of any required design change. The Operations Specialist will also support the creation of and provide review and comment for the Final Safety Analysis Report and the Facility Authorization. The Operations Specialist will also support the creation of the buildings Maintenance Plan, grading, and procedures.
As a part of the commissioning and turnover phase, the Operations Specialist will provide input into the development of commissioning documentation, provide reviews of relevant commissioning documentation, and provide support during the commissioning efforts as required. The Operations Specialist will also verify and correct the drafted Operating Procedures during the commissioning of the building as they accompany the commissioning team in their duties and witness the commissioning tests. The Operations Specialist will attend training provided by the contractors and prepare training documentation to support progression into active commissioning and eventually full operations.

Responsibilities:

  • Provide technical, budget and schedule oversight and act on behalf of the Facilities as operations representative.
  • Assist in providing technical support for maintenance of all systems.
  • To be responsible for the safe, proper and efficient operation of all Facility systems.
  • To be familiar with the appropriate methods and precautions required for the handling of radioactive materials.
  • To be cross-trained in operating multiple facilities efficiently, safely and competently.
  • To perform other related duties appropriate to the assigned level.
  • Carrying out other duties as assigned.
