POSITION SUMMARY

The Construction Project & Outside Plant Engineer provides technical oversight, review, planning and engineering analysis of construction projects and outside plant engineering to ensure compliance with time, budget, quality, and regulatory requirements. Reviews and approves specifications, designs, bids, contracts, drawings, change orders, and progress reports. Determines the best routes to service new and existing customers, evaluating safety, cost, and the integrity of the network.
In addition, Construction Project & Outside Plan Engineer is responsible to create project designs and construction prints that comply with all RUS and industry standards and to prepare detailed work plans for construction, removal or rearrangement of existing copper, fiber optic cable, aerial and underground lines. Monitors project progress. Identifies and assesses engineering project risks and develops mitigation strategies and solutions. Facilitates collaboration among project stakeholders, including architects, contractors, suppliers, and regulatory authorities.

Responsibilities:

  • Assist in the planning, scheduling, and coordination of construction projects.
  • Prepare project timelines, budgets, and cost estimates.
  • Review and interpret construction plans and specifications.
  • Interprets pre-construction staking sheets and updates work orders with all necessary information for plant personnel to locate and install facilities and equipment. May require field verification work.
  • Prepares construction prints and assists Contractors as required.
  • Coordinate with architects, engineers, and subcontractors to ensure project requirements are met.
  • Monitor project progress and provide regular updates to stakeholders.
  • Accurately maintains and inputs all Plant records in the Plant Database; keeping records up to date.
  • Keeps abreast of technical developments and the skills needed to assume expanded job responsibilities in the sophisticated telecommunication service offerings.
  • Travels to customer sites and field locations to procure OSP project information, determining equipment requirements and best routing of lines as appropriate.
  • Conducts pole surveys and geographic information systems (GIS) surveys to update and maintain OSP databases.
    QUALIFICATIONS, KNOWLEDGE, and SKILLS:

    Broad experience designing Telecom Outside Plant with a thorough understanding of right-of-way, DOT, and local municipal permitting. Familiarity with NESC guidelines. 3+ years of experience in construction project management or engineering. Strong knowledge of construction processes, methods and materials. Ability to read, interpret, and follow complex maps, diagrams, and schematics. Technical aptitude and strong computer skills, with the ability to maneuver through several operating systems (Microsoft Office Suite, Visio, Mapcom-GIS). Skilled at evaluating data to make sound decisions, with the ability to organize and prioritize multiple work assignments. Must have strong work ethic, be well organized, and reliable. Strong problem solving and troubleshooting skills. Ability to work independently and with a team in a fast-paced and high-volume environment with emphasis on accuracy and timeliness. Ability to communicate professionally through all types of media with customers, vendors, managers, and associates, exhibiting poise, composure, and confidence when confronting high-pressure or stressful situations while maintaining a positive attitude.
    Benefits and Compensation:

    Estimated Annual Base salary, $65,000- $120,000 plus uncapped commission potential earnings. Our commission plan offers uncapped earning potential, meaning your variable pay can vary significantly based on achieving performance targets. The range of potential earnings extends from zero to a substantial amount, depending on your sales achievements and success in exceeding targets. Salary pay ranges represent a good faith annual estimate. Actual pay will be based on multiple factors including experience, skill sets, market rates, and internal equity.
