LBCMW is a European subsidiary of the UK’s Lloyds Bank Corporate Markets plc which in turn is owned by Lloyds Banking Group (Group), one of the leading UK retail banks.
As a German financial institution, LBCMW is focussed on the sale and distribution of corporate and sovereign bonds to customers within the European Economic Area and Switzerland. The role of Outsourcing Officer is a key function for the business, responsible for implementing the strategy of primarily outsourcing material banking and other non-material business services within the Group in the UK and Germany.
We’re looking to appoint an experienced Outsourcing Officer to our back-office team. Flexibility to undertake additional activities beyond the management of outsourcing would fit with existing ‘can do’ behaviour of the organisation.

The primary focus of this role is to support the business in continuing to effectively meet regulatory requirements and to manage the Information Security Manager. As such the primary responsibilities are:

  • Review, develop and actively engage in ensuring outsourcing activities to stay in sync with relevant EU and German regulation. This includes maintenance of required information registers;
  • Working with internal service recipients to identify potential legislative and regulatory changes so that process and business changes are aligned with regulatory requirements by relevant dates;
  • Facilitate the undertaking of required annual activities including materiality assessments, supplier management reviews in accordance with internal processes and procedures;
  • Develop positive relationships with Group service provision areas and other central teams to build trust, and support LBCMW service recipients in resolving issues quickly and effectively;
  • Work with Group change platforms to ensure centrally initiated changes to services and solutions taking in to account LBCMW’s requirements and maintain compliance with a variety of German and EU laws and regulations.
  • Oversight the activities of the Information Security Manager and act as a mentor to support them in their role and developing their skills.
  • Provide day to day business direction to the Information Security Manager.

The Outsourcing Officer and Information Security Manager also act as each other’s deputy providing cover during holiday and sickness absences.
Additionally, we’re keen to appoint someone who can work with the company Data Protection Officer, to ensure that business changes in the processing of personal data align with the principles of GDPR. This is an area that provides an opportunity to build new, or continue to develop existing, skills and knowledge with respect to data privacy.

What you’ll need
The business is looking for someone with enthusiasm and a background (at least 5 years) in leading outsourcing management in financial institutions. Service and supplier management skills, are key to delivering business objectives associated with meeting regulatory requirements. Strong written and spoken English is a necessary requisite.
In depth exposure and understanding of the key EU legislation relating to outsourcing including MaRisk, DORA and BAIT is necessary. In particular the ability to help update the existing outsourcing business framework to reflect the requirements of DORA would put you on the front foot.
The constant evolution of European financial regulation means that skills in risk and project management are important to support implementation of change to documentation and processes.

Finally, skills in contract and commercial management would provide a strong basis on which to build and extend existing outsourcing management expertise. A qualification in procurement while not essential would be beneficial. Examples include:

  • World Commerce and Contracting organisation (formerly IACCM) certification
  • CIPS or
  • degree covering Procurement).

It would be advantageous to have a strong basic understanding of data protection, although training and support in this area can be provided.
