QUALIFICATIONS

Education and Experience:

  • Completion of a diploma program in Engineering Technology or in data/software plus sound related experience OR an equivalent combination of education, training and experience.

Knowledge, Skills and Abilities:

  • Considerable knowledge in diagnosing, programming, and repairing electronic and electro-mechanical devices.
  • Considerable knowledge of diagnostic tools and equipment.
  • Skilled at problem solving.
  • Organizational and interpretive skills.
  • Ability to effectively aggregate data and produce reports from proprietary databases and programming devices, as well as 3rd party programming and reporting tools.
  • Ability to communicate effectively both orally and in writing.
  • Ability to identify opportunities for process improvement.
  • Ability to work expertly with electrical/electronic equipment in support of the City of Vancouver sustaining performance parameters to within manufacturer’s specifications; including (but not limited to) quality control, diagnostic testing, refurbishing - as well as warranty conformance and other technical/semi-technical work related to supporting Vendor accountability.
  • Ability to establish and maintain effective working relationships with a variety of contacts while working collaboratively within a team environment.

Responsibilities:

MAIN PURPOSE AND FUNCTION

This position is responsible for monitoring, collecting data on, and coordinating all assets, technical and operational aspects of electronic parking meters and pay stations - including their servicing/collection, programming, and the management of parking meter hardware and software databases.
This position reports directly to the Parking Operations Superintendent I and collaborates with Parking Operations and Enforcement Supervisory staff and other City departments; works with business partners and Vendors, as directed.

SPECIFIC DUTIES & RESPONSIBILITIES

  • Provides technical support with regard to parking meter software/hardware programming – creating rate profiles, message programming, meter behaviour changes, backend software updating, configuring and editing – equipment and software diagnostics, inventory control, and preventative maintenance planning for assets supporting more than 11,000+ parking meter spaces.
  • Supports the operational functionality of City of Vancouver parking meters, and assists Leadership in decision-making regarding resource configuration and deployment.
  • Maintains asset-related databases and makes recommendations with regard to inventory needs and deployment.
  • Uses, and directs the use of, both Original Equipment Manufacturer (OEM) and third-party parking meter software applications:
  • Manufacturer’s meter utility programs/software to configure, update/maintain City parking meters and to audit hardware performance.
  • Uses web-based meter programs and reporting software applications to update meters and audit performance
  • Analyses maintenance reports and other information/data to sustain/enhance parking meter equipment performance
  • City’s internal databases and software
  • Creates, updates, monitors, and maintains various reports to monitor meter and operational performance.
  • Researches and resolves parking equipment-related hardware / software performance issues/challenges; documents challenges/resolutions, and creates local reference materials in support of repair processes/activities to be enacted by field staff
  • Makes recommendations to Leadership with regard to opportunities for operational enhancement, including where changes or upgrades are required for compliance or data-capture; including strategizing with Supervisors and Superintendents methods to implement these recommendations.
  • Assess Meter Technician field staff practical knowledge and proficiency, identifies knowledge gaps and learning opportunities, and provides coaching to support Worker growth and development - in aid of achieving a consistent skill set throughout the work-group.
  • Trains and coaches on the technical aspects of parking meter maintenance and is the parking meter technical Subject Matter Expert (SME) within the Branch, which:
  • Ensures CoV Parking Meter software, hardware and firmware is maintained acceptable performance;
  • Provides technical guidance, assessment, and direction to all front line staff, with regard to diagnosing and repairing program-related hardware and firmware issues; and is also program-related technical SME within the Branch and acts as liaison with vendors regarding technical troubleshooting;
  • Develops and supports proper methodology and process-documentation relating servicing, performance and repair of Parking Meter equipment – including associated peripheral programming devices and diagnostic tools. Oversees gathering equipment performance-metrics, including coordination of audits relating to equipment performance and patterns of usage; as well as trend analysis pertinent to service-life projections and identification of risks to service continuity.
  • Reports out to Leadership with regard to individual Operational staff performance and compiles/presents data and materials in support of staff performance metrics. Gathers, analyzes, and formats data to summarize the operational performance of parking meter equipment; provides reports to Parking Operations and Enforcement Branch and Parking Management Branch in support of their assessment/consideration regarding the City’s overall parking meter strategy.
  • Other duties/responsibilities, including assistance with schedule coverage, or other as assigned.
