Job Summary
SPECIFIC ACCOUNTABILITIES
- Ensures that the day to day functioning of the payroll department provides a service to our employees that is timely, accurate, and responsive to employee needs;
- Responds to employees’ payroll inquiries in a timely manner;
- Working closely with human resources staff, oversees the process of status changes including new hires, managing salary changes, terminations, producing records of employment and managing benefits;
- Reviews payroll transactions for accuracy prior to committing payroll and ensures internal systems are in place to review benefits, leaves, withholdings, remittances and accruals;
- Ensures that payroll is operating in compliance with the terms and conditions of the collective agreement;
- Interprets and applies payroll, tax, benefit and accounting related rules, regulations, policies, procedures and legislation to ensure compliance;
- Assists in the accounting for payroll and benefit expenses and leave balances;
- Leads in the design and development of ad hoc and recurring payroll reports;
- Leads the application and functionality of the Ceridian Dayforce HCM to successfully deliver payroll and benefits services, and makes recommendations for system setup and utilization improvements;
- Assists the Vice President, Finance and Information Services and Vice President, Human Resources by examining processes and recommends ways to leverage technology to support payroll and human resource operations and it’s functions;
- Provides supervision, guidance, and support to payroll staff of three on all payroll related matters, as well as to external clients;
- Manages employee issues and escalates issues or concerns to the appropriate vice president;
- Trains and orients new payroll staff;
- Identifies opportunities for additional training and development for the payroll team and make arrangements for training as required;
- Follows all policies and procedures of Broadmead Care now and as they are developed;
- Supports the overall operations of the Broadmead Care to meet the goals and objectives;
- Performs other duties as required.
QUALIFICATIONS
- Degree or diploma in Business or Accounting with 5 years’ related experience in a payroll environment providing an advanced level of guidance and direction in a complex union environment
- Canadian Payroll Association CPM certification
- Previous supervisory experience
- An equivalent combination of education and experience may be considered
SKILLS AND ABILITIES
- Demonstrated ability to operate in an integrated computerized Human Capital Management system
- Experience with Ceridian Dayforce would be an asset
- Intermediate level proficiency with Microsoft Excel
- Strong analytical and problem solving abilities
- Knowledge of benefit and pension plan structures
- Experience with the Public Service Pension Plan would be an asset
- Ability to work in a changing environment under strict time constraints
- Knowledge of collective agreements as they relate to timekeeping, payroll, benefits and data management, preferably working with BCGEU and BCNU in a health care or equal 24/7 Operation
- Must be eligible to work with vulnerable adults under the BC Criminal Records Review Program
- Valid Criminal Records Check completed by the Criminal Record Review Program
- Must adhere to the immunization standards as established by the Province of BC now and as they are further developed
- Proof of COVID-19 vaccination and a Negative Tuberculous (TB test) screen is a condition of employment.
Responsibilities:
Under the direction of the Vice President, Finance and Information Services, the Payroll and Benefits Manager is responsible for the day to day operations of the Payroll Department, and ensuring all 700+ Broadmead Care employees are paid accurately. This position provides supervision, support and direction to the payroll staff and is part of the team involved in the delivery of all payroll and benefit services, including to external clients. This role has a significant reporting and analysis component as employee compensation is Broadmead Care’s most significant operating cost.
The Payroll and Benefits Manager is part of the Broadmead Care leadership team and is, as such, excluded from union membership.
