Description:

Responsibilities:

As the successful candidate, you will process and maintain the confidential compensation program in accordance with policies and set salary structure for the Regional District of Central Okanagan (RDCO). You will also work with the Finance Team to perform a variety of accounting work including assisting with budgets, financial reports, financial monitoring, analysis and reconciliation.

You will:

  • Provide information to employees and management on payroll matters, including interpretations of the Collective Agreement, all employment legislation, employee entitlements and benefits.
  • Process union and excluded payroll confidentially, accurately and on-time, in accordance with legislation and policies, including:
  • Remittances
  • Ensure systems are in place for the processing data from department heads and employees
  • Respond to payroll inquiries and perform cost analysis and data research
  • Process benefit deductions and payments
  • Issue Records of Employment
  • Year end payroll reporting including compliance reporting for RDCO and Contract Services. (CRA, WCB, GWL, Employment Standards, Union, etc.)
  • Process confidential payroll for Contract Services.
  • Process and reconcile bank reconciliations and electronic fund transfers. Liaise with credit card processors to ensure accuracy and internal audit standards.
  • Support the development, implementation and success of the RDCO’s human resources information system (HRIS).
  • Process benefit program and Year End payroll reporting for Contract Services Assist with preparation of annual budget and five-year financial plan.
  • Assist with Utility Billing issues.
  • Perform general accounting duties including:
  • Complete month end functions
  • Account reconciliations
  • Complete PST and GST remittances for RDCO and Contract Services.
  • Prepare yearly parcel tax rolls, maintain property tax data base.
  • Coordinate and transfer amounts to property taxes.
  • Other duties as assigned.

As the ideal candidate, you will have:

  • Excellent working knowledge of Public Sector Accounting Board standards, generally accepted accounting principles and fund accounting
  • Excellent interpersonal and customer services skills
  • Strong written and verbal communication skills
  • Strong judgement, attention to detail, organization, prioritization and analysis skills
  • Confidentiality, tact and diplomacy when working with staff
  • Proficiency in computerized accounting systems, Excel, Word, Outlook

This is an exempt position that has a salary range of $72,500 - $80,500 - $88,600. It is the RDCO’s philosophy to pay in the middle of the range for a fully qualified applicant.
