Job Description

POSITION SUMMARY

The People and Organizational Development Partner will promote a culture of workplace and operational excellence through the delivery of talent management and organizational effectiveness programs for employees and teams. Through employee-centric organizational communications, key HR and corporate programs such as performance management, onboarding, career and succession planning, the People and Organizational Development Partner will help to build a strong, motivated workforce that is resilient and engaged.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • Successful completion of a University Degree in Human Resources, Organizational Development, Industrial Psychology, or approved equivalent combination of education and experience.
  • Post-graduate studies in Training & Development is required, as well as Organizational Development if degree is not OD focused, and preference will be given to candidates possessing Adult Education certification (e.g. CAE, CTDP, CTP, LHAE, MCATD, etc.)
  • Strong computer skills in Microsoft Office programs, and knowledge of Learning Management Systems are required.
  • Must possess excellent interpersonal and communication skills, ability to effectively present to large groups.
  • Must possess excellent planning skills especially in regard to time required to effectively teach and learn.
  • Detail oriented, with a very high degree of accuracy.
  • Valid G Class Driver’s License and access to a reliable vehicle to use on corporate business.

EXPERIENCE

  • Minimum five (5) years of relevant experience including organizational development, talent management, succession planning, performance management, change management, and competency models.
  • A minimum of three (3) years’ experience in adult learning with experience in developing and delivering training, analysis and research. (May be concurrent with other experience.)
  • Minimum 1 year of experience in career planning for staff and management is required (may be concurrent with other experience).
  • Demonstrated experience leading and managing projects, as well as designing processes and programs.
  • Knowledge of and demonstrated ability in applying adult learning principles and practices, instructional design, needs analysis, program delivery, measurement and evaluative tools.

Responsibilities:

  1. Develop and conduct annual and ad hoc needs assessments and related analysis of current internal and external educational offerings. Identify gaps in current and future corporate competencies and performance. Research best practices and make recommendations to the Manager, People and Organizational Development about virtual and in-person solutions that will close those gaps and satisfy the learning needs of the corporation.
  2. Design, develop and deliver (or oversee delivery of) internal and external corporate training to staff and management. This will include the application of current adult learning theories and principles in the identification of target audience, scope, timing, length, location and method of training, program evaluation and related metrics, in addition to development of content and training materials.
  3. Ensure that all internal and external programs will have specified objectives and expected outcomes and that they will meet or surpass the County’s quality standards for education and professional development. In addition, all offerings will incorporate or otherwise compliment and support the County’s competency framework and will be developed with a strong emphasis on employee experience and diversity, equity and inclusion principles. Will develop and maintain metrics to monitor programs and evaluate success.
  4. Contributes to the design, development and implementation of engaging and effective talent management solutions to increase employee, departmental, and organizational performance, such as performance management, onboarding, and career development.
  5. Collaborate with the Manager, People and Organizational Development to create and deliver a progressive employee performance management program that will place a high focus on employee development and success, using strong, supportive relationships between immediate supervisors and their staff and clear “line-of-sight” linkages between employee, departmental and corporate objectives. Provide guidance and recommendations to management and staff in sensitive situations regarding the meeting of specific training or development requirements, particularly when related to performance issues.
  6. Collaborate with Strategic HR Business Partners and other key HR staff in rolling out key programs such as corporate succession planning, performance management, onboarding, and the competency framework. Involve personnel from IT, PQD, operational areas, etc. as needed.
  7. Assume a lead role in facilitating dynamic and engaging employee communications, to further build linkages between operational work, HR initiatives and corporate objectives. Provide guidance to HR staff and collaborate with Service Simcoe as needed. Promote two-way and 360 degree communications where possible, through strategic surveys and employee collaboration.
  8. Conduct regular review of training content to ensure the most current methods, research, information and references are used. Create and implement feedback tools and processes including focus groups to facilitate the evaluation of internal and external corporate training programs and their effectiveness. Integrate appropriate learner feedback into future training and make recommendations to management concerning future program or content changes based on evaluation results including development of reports and business cases for Council and Senior Management as needed.
  9. Promote and manage the corporate Learning Management System (LMS) and develop procedures to ensure that all department training records are maintained within the system Provide best practice design guidelines, change management recommendations, and instruction for on-line course development to content creators to ensure that training content is engaging and that evaluation metrics are appropriate. Guide managers in their use of summary reporting and evaluation tools.
  10. Conduct individual career guidance sessions, assisting employees with their career exploration, short and long term career planning. Provide guidance on external training opportunities and internal courses and programs that may assist employees in reaching their career goals.
  11. Responsible for the financial processes for corporate training including requisitions and purchase orders, reviewing vendor invoices and processing for payment in a timely manner, and developing, reviewing and monitoring the training budget.
  12. Oversee and administer the Tuition Reimbursement program including review of applications to determine eligibility, follow up with applicants as needed, communicate status of applications to applicants, and liaise with Finance to coordinate payment.
  13. Develop and implement, or provide input to, applicable Human Resources policies and related processes. Conducts ongoing maintenance to ensure policies and procedures remain current and relevant.
  14. Participate in industry benchmarking initiatives, training surveys and peer networking groups with training professionals in other municipalities, academic institutions, etc. Nurture and maintain professional working relationships.
  15. Apply knowledge of current, relevant legislation, regulations, collective agreements and HR policies in all day-to-day activities.
  16. Participate on committees, work groups, task forces and special projects as assigned.
  17. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.
  18. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
  19. Perform other duties as assigned in accordance with departmental objectives.
