Description
The Personnel Cabinet offers the great opportunity to work with and serve state agencies, employees and citizens across the Commonwealth. The Personnel Cabinet’s mission is to provide leadership and guidance to attract, develop, motivate and retain a talented, diverse workforce; foster an understanding of and adherence to regulatory requirements; and create a positive, supportive work environment that values all employees.
The Payroll Branch within the Division of Employee Management is responsible for administering payroll operations for the state employees throughout the Commonwealth. The branch also provides professional consultative services related to payroll to the Executive, Legislative and Judicial Branches of Government, and presents various payroll-related trainings to educate human resources staff across the enterprise.
The Division of Employee Management is seeking a Personnel Program Manager who will manage the operations of the Payroll Branch.

Essential responsibilities may include, but are not limited to:

  • Provides direction and oversight to branch employees, analyzing branch operations and payroll operations creating efficiencies were appropriate.
  • Review and analyze processes for statutory and regulatory compliance. Monitors federal and state laws and ensures compliance and application to Kentucky Human Resource Information System (KHRIS) processing.
  • Provides guidance and feedback, as a KHRIS technical expert related to payroll administration data
  • Prepares, presents, and updates trainings related to payroll and delivered to state agency HR staff
  • Prepares and analyzes payroll data, using KHRIS reporting methods and Microsoft Office tools
  • Works in conjunction with cross functional teams to identify and implement KHRIS modifications and/or enhancements
  • Provides professional customer service to human resource staff, management, employees, financial institutions and the general public

Preferred skills and abilities:

  • Management of employees
  • Experience in the processing of payroll
  • Working knowledge of the Kentucky Human Resource Information System (KHRIS)
  • An understanding of Kentucky Revised Statutes (KRS) and Kentucky Administrative Regulations (KAR)
  • Works as part of a team and offers problem solving solutions
  • Attention to detail and analytical skills are essential
  • Experience in the development and presentation of training

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree.
EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in Kentucky state government merit system personnel or payroll administration.
Substitute EDUCATION for EXPERIENCE: A Master’s degree in personnel administration, public administration, human resources, or a related field will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Experience in human resources, or in personnel administration involving the preparation, review, and/or processing of personnel and/or payroll documents will substitute for the required education on a year-for- year basis.

Working Conditions
Work is performed in an office setting and involves frequent contact by telephone or in-person with agency administrators, state employees, and applicants. Incumbents must travel occasionally when working with state agency requests or providing training. Incumbents will conduct presentations before employee groups.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
