Responsibilities:

INFORMATION ABOUT THE ROLE

Working within the Counter Terrorism Policing Headquarters (CTPHQ), the PMO Lead will act as a Senior Manager within the Change Pillar and be responsible for:

  • The management, deployment and development of the PMO team (4 x PMO Managers and approx. 16 x PMO Analysts)
  • Providing direction, assistance and structure for specific projects within the national and/or London Counter Terrorism, Domestic Extremism and Protective Security (CT/DE & PS) change portfolio in extremis, where the PMO team are unable to cover urgent requirements.

The PMO Lead will be directly accountable to and line managed by the Head of PPMS.

RESPONSIBILITIES

Line management and pastoral care for PMO Managers (approx. 4), and second line management for PMO Analysts (approx. 16) who will be deployed to projects / programmes working on varied areas of the portfolio with different levels of complexity. The role holder may also be required to contract manage PMO agency staff or consultancies working elsewhere in the portfolio.

  • Provide support, coaching and mentoring to PMO Managers around specific challenges requiring Senior PMO expertise.
  • Managing the deployment of PMO managers and analysts. Working with the Portfolio Planning and Resourcing team and wider portfolio to understand forecast demand, determine the appropriate deployment of analysts across the portfolio taking into account skillsets of individuals against what is required for roles, and personal development plans where appropriate.
  • Responsible for continual assessment of the skills and competencies of the PMO team against the short, medium and long term demand – if there is a deficit of a particular skillset required, apply actions to remedy.
  • Responsible for embedding a culture of excellence across the team – working with the Portfolio Office to embed new ways of working and continually improve the quality of our PMO capability.
  • Foster a culture of excellence, empowerment, efficiency and embedding a pragmatic approach to tailoring of standards.
  • Must embody the PPMS Principles for Team Working and responsible for contributing to and leading on part of the PPMS development activity.
  • Leadership and contribution to wider CTPHQ Change Pillar team initiatives, development and strategy.
  • Responsible for provision of development opportunities for the team and provide career pathways, skills frameworks and training pathways in consultation with Portfolio Office and PPMS leads. Specifically responsible for leadership and management of the Band D PMO Analyst development programme on behalf of PPMS.
  • Accountable for execution of recruitment activity to minimise vacant roles within the team and ensure resilience with minimal breaks in cover.
  • In extremis, and for a limited timeframe, execute PMO Manager activity within a project or programme as and when needed.
  • Working closely with the relevant Portfolio Office leads to provide appropriate upskilling to analysts and PMO managers as standards mature to ensure they are able to execute their role in line with CTP expectations.
  • Provide assurance of PMO Manager activity on projects and programmes, such as setting of approaches to project controls, management of project activity in line with Portfolio Office standards.
  • Demonstrating expertise in core PMO functions such as planning, resource management, benefits management, risk management and governance and reporting.
  • Provide quality assurance of products or methods where required (i.e. through dip sampling or other methods where issues exist). Ensuring best practice is shared across the PMO team, including helping with testing of changes in standards.
  • Demonstrating excellent interpersonal and communication skills, being able to tailor your approach to suit the audience and situation.
  • Managing, analysing and interpreting data, creating digestible and actionable reports for senior stakeholders. Analysis and challenge of data in programme and project reports. Presenting reports at relevant boards.
  • Understanding and communicating the organisation’s governance pathways – driving appropriate use of boards and building of governance into the project cycle. Setting direction for the PMO team members on how best to establish and align inter project/programme with corporate and external governance.
  • Performing analysis on the work of the team to identify improvements in ways of working, socialise improvement ideas, and gain consensus to implement improvements.
  • Responsible for providing resolutions where there are risks, issues and challenges within the team.
  • On occasion, act as a gateway reviewer for internal change projects and programmes (training will be provided), and liaise with Assurance and Standard Team (AST) for external reviews (often by central government departments) where relevant.
