Description:

The BC Family Maintenance Agency (BCFMA) is currently seeking qualified candidates for a full-time Policy Advisor position. Please note the successful candidate may work from one of our offices located in Burnaby, Victoria or Kamloops.
Reporting to the Director, Policy, Privacy and Research, the Policy Advisor independently manages assigned projects focused on privacy and research initiatives for the BC Family Maintenance Agency. The Policy Advisor also supports the review and revision of ongoing policy analysis and advice and is actively involved in program policy development in response to initiatives and priorities set by the BC Family Maintenance Agency.

WHAT EDUCATION AND EXPERIENCE WILL CONTRIBUTE TO YOUR SUCCESS?

  • Post-secondary education, preferably in Business or Public Administration or an equivalent combination of education and/or experience.
  • Experience analyzing, interpreting, and applying privacy legislation, policies and procedures related to the collection, use disclosure, storage and destruction of personal and confidential information governed by a B.C. public body.
  • Demonstrated verbal and written communication skills including business writing, the ability to use tact and discretion to negotiate, persuade and problem solve in conflict situations and to build/maintain effective relationships.
  • Demonstrated flexibility and adaptability with proven time management skills to remain organized and on task while handling multiple projects in a dynamic environment subject to continuous change
  • Knowledge of electronic information systems and advanced computer skills in a variety of desktop computer applications.
  • Ability to work independently and as a member of a team

Responsibilities:

  • Updates, interprets and provides expertise on BCFMA’s policies, the Family Maintenance Enforcement Act and the Freedom of Information and Protection of Privacy Act (FIPPA), privacy requirements, best practices and understands BCFMA’s corporate and client operations.
  • Leads working groups, builds relationships and promotes activities to foster information awareness within the organization on policy and privacy initiatives, workforce training, issues, risks, and mitigation strategies. Responds to both routine and complex policy and privacy inquiries from internal and external stakeholders.
  • Collaborates with subject matter experts and participates/leads intra and inter-Agency working groups to identify, evaluate, revise, and streamline policy and privacy issues, ascertain stakeholder preferences, and reconcile conflicts.
  • Conducts issues management by identifying emerging policy issues of significance, advising senior executive and preparing recommendations for a response that reflect overall Agency policy and government direction.
  • Provides analysis and recommendations on policy and privacy matters to senior management that reflect the Agency’s vision, mission, principles, goals, and government direction while supporting corporate innovation, and instilling best practices.
  • Researches, assesses, and drafts documentation including privacy impact assessments, policy statements, procedures, letters, forms, briefing notes, and discussion papers.
  • Supports the Director, Policy, Privacy and Research in building and maintaining a comprehensive privacy management program ensuring all policies, procedures, forms, and messaging remain up to date and are FIPPA compliant.
  • Investigates, reports, and helps remediate privacy breaches, inappropriate access, and disclosure of protected personal information. Investigations may include conducting interviews, identifying root cause and appropriate mitigation measures, communicating with affected individuals and The Office of the Information and Privacy Commissioner for B.C., drafting privacy incident reports, and maintaining the corporate privacy incident log.
  • Manages and responds to FIPPA information requests, searches for the appropriate records, redacts personal information authorized as exceptions under the legislation, and prepares response letters when needed.
