CONTRACT OVERVIEW

Nordic countries have a strong tradition of providing Official Development Assistance (ODA) and are known for their high levels of commitment to international development. They consistently rank among the top countries in terms of ODA as a percentage of their GNI, with Sweden, Denmark, and Norway having historically met or exceeded the 0.7% target set by the United Nations. Yet, in the wake of recent global crises, cuts to Official Development Assistance (ODA) have become a focal point of concern, particularly in Nordic countries, driven by changes to political priorities andthe lack or weakening of government leadership. Despite the urgent need for international cooperation and support in the face of challenges such as the pandemic, climate change, and humanitarian emergencies, there has been a disconcerting trend of diminishing financial commitments to ODA.
Global Citizen is seeking a Policy and Advocacy part-time consultant (3 days/week, 1-year contract), based in Oslo with the flexibility of working in Stockholm. The consultant will support Global Citizen’s ODA advocacy campaigns, with a particular focus on global health, and related campaigns and events in Europe and globally, including Reform of the global financial system, EU budget campaign, Global Citizen Festivals, thought leadership convenings, and other tentpole moments. The 1-year contract can be considered for renewal contingent on Global Citizen’s financial position, and team needs.
Global Citizen will leverage its “pop meets policy’’ advocacy model to create impact. This role will be responsible for supporting the execution of global, regional, and country-specific campaigns consisting of short-term and long-term goals. This may consist of digital campaigns, offline activations, thought leadership convenings, mass-scale policy, and live music events. This role will be responsible for educating local and regional audiences on the importance of health equity and putting pressure on key policy decision-makers to deliver on policy objectives, including strengthening local systems and capacities.

REQUIREMENTS:

The ability to work independently as well as collaboratively in a matrixed organization is key. This role will work closely with the broader Global Policy and Advocacy team, interface with governments and stakeholders, and report on campaign commitments. Expertise in project management, data management, and excellent communication skills will contribute to the impactful work of Global Citizen in defeating poverty, defending the planet, and demanding equity.

  • Bachelors/ Masters Degree in development, economics, public health, international relations, or related fields.
  • 3+ years of Knowledge and experience with non-governmental organizations, governments, social impact, international institutions, United Nations agencies, and/ or non-profit organizations required
  • Previous experience with policy work on development finance and related issues (climate finance, reform of the global financial system, taxation).
  • Experience with project management
  • Experience with data management, monitoring, and evaluation
  • Strong written, verbal, and interpersonal communication skills
  • Excellent organizational skills
  • Attention to detail and follow-through
  • Ability to manage projects with professionalism and discretion
  • Capacity to work under pressure and meet deadlines
  • Proficient in English and Norwegian and/or Swedish
  • Proficiency in a 2nd Nordic language a plus

Responsibilities:

ADDITIONAL RESPONSIBILITIES:

Additional responsibilities may include developing briefs and talking points on policy issues aligned with Global Citizen’s broader global advocacy objectives, and overseeing policy projects, ensuring timely delivery of goals, especially within the European context.

The Policy & Advocacy consultant for Nordics will be responsible for:

  • Leading, supporting the design, development, and day-to-day management of a key policy and advocacy grant-funded, multi-year health and development financing campaign. This role focuses on ODA advocacy campaigns, with a particular focus on global health, and related campaigns and events in Europe and globally including: Reform of the global financial system, EU budget campaign, Global Citizen Festivals, thought leadership convenings, and other tentpole moments.
  • Grant management: Develop project plans, allocate resources, and track progress against established goals. Provide day-to-day oversight on health grant activities and, where appropriate, connect deliverables across GC’s broader grant portfolio in Europe.
  • Donor relations: leads stewardship and cultivation of current and prospective financing, health equity, and adjacent sector donors to scale GC’s impact within the region.
  • Interface with governments, private sector, NGOs, and internal stakeholders to advance advocacy, report back on commitments made as part of Global Citizen advocacy campaigns and tentpole moments i.e, impact reporting
  • Support the campaigns and content team to develop actions and content specifically crafted for Nordic countries
  • Relationship management: Organize and drive the agenda and preparation for meetings with grant sponsors and other relevant stakeholders. Manage meetings and handle correspondence with key stakeholders.
  • Supporting and advising the Vice President, Global Advocacy and Deputy Chief Policy Officer on managing day-to-day operations and priorities with the grantor.
  • Development of policy memos, conducting research and analysis to drive policy formulation and advocacy campaign design
  • Ensure effective communication, coordination and managing workflow across the global policy team, Finance, Comms & marketing, Broadcast and production and growth teams
  • Event management: organize at least one event in Oslo or Stockholm with key stakeholders to advance Global Citizen’s prioritie
