Description:

To support the Population Health Analytics Lead in provision of information and public health data analysis to the shared Bedford Borough (BBC), Central Bedfordshire (CBC) and Milton Keynes Councils (MKC) Public Health team and the Luton Borough Council (LBC) public health team and the Bedfordshire. Luton and Milton Keynes Integrated Care Board (BLMK ICB). The post holder will play an active role in developing and delivering the population health intelligence function of the BLMK Integrated Care System (ICS). They will seek to maximise the impact of population health action to improve health and reduce health inequalities through the provision of high quality population health intelligence advice, epidemiological information, population health data analysis and support.
The post holder will work in partnership with other staff across BLMK ICS. The post holder will define and provide the intelligence needed; seeking out the best available information to assess options, inform decision-making and evaluate impact in practice, programme development and policy. No Action Outcome 1 Corporate Responsibilities To develop and provide reports and presentations to a range of staff and staff groups (up to Board level) including Directors, Deputy Directors, Heads of Service and others in BBC, MKC, CBC, LBC and BLMK ICB. To represent the Population Health Analytics Lead and the Consultant in Public Health at meetings, engagements, workshops, task groups or other events as required.
Develop projects and attend and set up meetings with other information specialists and managers from partner organisations, as and when required. To carry out duties with full regard to the Council’s Policies and Procedures including, in particular, the following: Corporate Aim and Objectives Risk Management Health and Safety Data Protection/Freedom of Information Dignity at Work Officer/Member Protocol Equal Opportunities To actively participate with other Directorates and other organisations through specialist project groups (which may extend beyond your normal professional area or span of control). To contribute fully to the agenda and to the development of practices/procedures which affect the service area for which the post holder is responsible. To deliver corporate objectives.
To address corporate/ community service issues or to deal with any cross cutting issues. 2 Operational Responsibilities To receive, interpret, provide and advise on highly complex epidemiological and statistical information about the health of the population of BLMK. Develop and utilise information and intelligence systems leading on collation and interpretation of relevant data. Contribute to developing the use of intelligence to support local NHS commissioning.
Establish systems to support the systematic collection, analysis and dissemination of information about the health of the people of BLMK Support the development of strategic intelligence outputs across BBC, MKC, CBC, LBC and BLMK ICB through the provision and interpretation of information, dashboards, graphs, charts and maps Delivery of population health data visualisation for BLMK ICS and provide advice on effective data communication. Support the development and monitoring of appropriate health and wellbeing outcome measures for BBC, MKC, CBC, LBC, and BLMK ICB and partnership boards. Examine data in new and innovative ways that reveal and describe the underlying needs of the population, trends and future service demands Present complex statistical information to a variety of audiences which will include both those with and without an understanding of statistical techniques Develop projects and attend and set up meetings with other information specialists and managers from partner organisations, as and when required, to deliver ICS objectives. Work collaboratively with providers of services on data for population health issues.
To work with other information providers in the four councils and staff throughout the health economy to improve data quality and map data flows by carrying out projects concentrating on specific data areas. To advise managers on the analysis and interpretation of data in order to support their strategic function. Provide timely and accurate information and analytical support to the ICS, on a regular and ad hoc basis. Regularly acquire, analyse, interpret and present data for health surveillance, population health management, demand modelling, and community profiling.
Provide clear and persuasive communication of complex information to decision makers, some in other directorates and in other organisations. Present findings from own analysis, using a variety of sources. Training staff from the councils and the health economy on matters relating to population health evidence and intelligence. Have a high level of understanding of how to work, store and transmit data in accordance with data protection, freedom of information systems and confidentiality principles.
To inform commissioning decisions and service delivery across BBC, MKC, CBC, LBC, and BLMK ICB. To ensure an evidence-based approach is used in strategy formulation and service design. Contribute to tackling health and social care inequities by providing expert advice and assisting in identifying inequity, providing evidence to tackle inequities and supporting implementation of plans. To inform development of data visualisation infrastructure and workforce skills.
To support commissioning managers in their strategic functions and to ensure that local population health trends are used to influence commissioning of services. To help decision-makers set priorities. 3 General To undertake any other relevant duties required by the Population Health Analytics Lead or the Consultant in Public Health. To support the Public Health function of the Councils and ICB.
4 Decision-making In conjunction with the Population Health Analytics Lead, lead on and resolve highly complex data which will require analysis, interpretation and judgement. Identifying the most appropriate routes to research for new areas of work. Identifying, initiate and work up ideas / programmes for Population Health Intelligence Unit projects. To find the most appropriate solution despite conflicting opinions.
To meet local strategies and policies. 5 Working with people Direct Reports Training and supervision, with input from Population Health Analytics Lead, of Population Health Data Visualisation Analyst and Population Health Analyst Superior(s) Senior Team Leadership and direction provided through regular 1:1s with Population Health Analytics Lead / Consultant in Public Health , monthly team meetings and annual review process. Public Sector The postholder will be required to contribute to leading projects with and negotiating and influencing a wide range of stakeholders, including deputy directors, strategy managers, and intelligence officers in local councils, the local NHS, and other system partners. Community and Community Groups Engagement with Members and the Public Health Portfolio Holders; and Community and Voluntary organisations.
