What’s on offer?
We wish to complement our existing team with an experienced and energetic Pre-Contracts Manager - Program to join our growing Utilities team in Victoria and our BFHI Joint Venture, a 10-year program of work in collaboration with South East Water.
The Pre-Contracts Manager will leverage an industry wide network to gather information, engage and influence stakeholders, strategically position our organisation and JV Partners and pursue and convert key opportunities into delivery for a diverse range of public sector clients.
Reporting to the Program Director, this is a fantastic opportunity for an established Pre-Contracts Manager or an experienced engineer, senior estimator or bid manager with water and wastewater industry experience looking to take the next step in their career.

In this role you’ll be responsible for:

  • Overseeing dedicated team of 4 x Estimators and a Submissions Coordinator
  • Full bid lifecycle from opportunity identification through to contract award across pump stations, pipelines, and treatment plant works ranging from $1mil - $100+ mil
  • Leading post tender negotiation and any client facing interactives or presentations
  • Managing and formulating bid strategy, preparing bid documents, bid media and the submission
  • Providing clear and decisive leadership and management of market pursuits ensuring the tender and proposal is submitted on time and meets all client requirements
  • Demonstrating ability to understand, negotiate and manage client relationships including understanding drivers, working collaboratively, seeking out innovative ideas and formulating win themes
  • Organising and managing the technical information, ensuring accurate cost estimates, delivery strategies and supporting documentation are delivered within the prescribed deadlines.

How you’ll connect to the role:

  • Experience in Pre-Contracts Manager position with experience in managing a portfolio of multi-disciplined projects in the industry (desirable)
  • Understanding of current market conditions and client demand cycles
  • Highly developed communication and negotiation skills
  • High Level business and commercial acumen with experience in managing the full bid lifecycle
  • Demonstrate an understanding of financial management and the financial goals of a department (Financial principles, accounting procedures, budgets, revenue, job margin, plant costing, P&L, overhead, forecasts, direct and fixed costs)
