The National Transport Commission leads national land transport reform in support of Australian governments to improve safety, productivity, environmental outcomes and regulatory efficiency. Established under Commonwealth legislation and through an inter- governmental agreement, the NTC is funded by the Commonwealth, states and territories.
As a key contributor to the national reform agenda, the NTC is accountable to Commonwealth, state and territory ministers responsible for transport and infrastructure who make up membership of the Infrastructure and Transport Ministers’ Meeting (ITMM). The NTC works closely with ITMM’s advisory body, the Infrastructure and Transport Senior Officials’ Committee (ITSOC), which includes the heads of Commonwealth, state and territory agencies.
As a Principal Legal & Policy Officer or Principal Policy Advisor you will provide high quality legislative and legal policy advice and services on matters across the NTC Work Program. This will include leading and supporting NTC projects relating to national reforms for land transport policy, aimed at improving land transport efficiency, safety and educating environmental impact. As a leader within the organisation you will liaise daily with internal and external stakeholders, including state and territory governments and Parliamentary Counsel. You will play an integral role in contributing to developing nationally consistent regulatory frameworks, including providing authoritative and strategic advice on highly complex and sensitive legal and legislative policy issues and proposals. Additionally, you will provide legal counsel to NTC executives and management as required by the Chief Legal Officer.
To be considered for either role, you will have demonstrated experience and knowledge of legislative processes and associated policy, including parliamentary and legal requirements along with high level statutory interpretation skills. You will have a strong track record of delivering legislative reform outcomes, including advanced experience in legislative drafting among highly regulated or aligned public policy settings. This will include providing strategic and authoritative advice on complex legislative and policy issues under tight timelines and ability to work collaboratively with internal and external stakeholders. Additionally, you will be comfortable representing organisations and engage productively with jurisdictions and industry representatives. Formal qualifications in Law and a Legal Practicing Certificate as well as experience in transport policy will be highly regarded.
Classification of successful applicants at either level will be dependent upon level of experience and achievements against the main duties and key selection criteria.
