A Process and Policy Analyst (Performance Measures) develops and reviews agency-wide performance measures and sets targets for Federal justice grants programs. They conduct data-driven reviews of agency-wide programs, budgets, and performance measures, to align with strategic goals and objectives. They have 5 years of experience in Federal grants performance measures and thorough knowledge of data analytics best practices. Ideal candidates will have some experience in criminal justice.
Hybrid Work Environment: Arc Aspicio is currently operating in a hybrid work environment where employees work at client sites, the Arc Aspicio DC office, and remotely. Candidates must live in the Washington, DC area on their start date, ready to work with their team.

REQUIRED QUALIFICATIONS

  • Minimum of 5 years of experience in public-sector performance management, with expertise in federal strategic planning requirements governed by OMB Circular A-11, Part 6 and 2 CFR § 200.202
  • Proficiency in communication strategies, stakeholder engagement, and facilitating sessions.
  • Strong analytical skills with experience in research, technical writing (especially for SOPs), policy and needs analysis
  • Knowledge of performance management concepts, including the Balanced Scorecard approach and dashboard utilization for communicating results
  • Strong communications and presentations skills and ability to present insights to clients
  • Strong interest in justice-related projects and the complexities of a Government project environment
  • Desire to join a company and team and stay for the long-term, gaining more leadership and supervisory responsibility
  • Excellent work ethic in a dynamic, complex, and challenging environment and self-motivated with the ability to take on more responsibility quickly
  • Clearance: U.S. Citizenship only (no dual citizenship)
  • Education: Bachelor’s degree in a relevant field; advanced degree (MS, MA) preferred

Responsibilities:

  • Develop and review agency-wide performance measures and set targets in alignment with federal laws and regulations such as the Government Performance and Results Act (GPRA), Evidence Act, OMB Circulars, 2 CFR § 200.202 - Program planning and design
  • Conduct data-driven reviews of agency-wide programs, budgets, and performance measures, to align with strategic goals and objectives
  • Analyze and determine performance measures for strategic documents based on agency strategy, strategic goals, and key performance indicators
  • Develop job aides and standard operating procedures (SOP) for program design, including logic models, literature reviews, goal alignment, target setting, and data collection
  • Research and compile best practices in programmatic performance management from federal, state, local, and nonprofit entities
  • Identify standard performance measurements and promote alignment across offices and program objectives
  • Support the standardization of naming conventions for performance measure question sets and review program-specific logic models for consistency with program design principles.
  • Support consulting projects in a dynamic environment, collaborating with team members and clients on fast-paced projects and provides outstanding deliverables
  • Apply business analysis, process improvement, data analysis, and communications skills to quickly identify problems, analyze challenges, and recommend solutions to our team and our clients
  • Support workstreams, lead and support deliverables, and promote continuous improvement
  • Apply formal consulting techniques and methods on high impact consulting projects
  • Love to learn complex mission areas in homeland security such as emergency management and law enforcement
  • Develop consulting skills and help grow the company outside of your project by participating in new business and strategic initiatives
