Description:

Main duties andResponsibilities The post holder will be required to: Proactively and consistently ensure that an effective and efficient procurement service is provided that is compliant with the Trusts SFI and procurement legislation. Manage and lead high value and complex procurement processes and contracts within legislative and organisational procedural guidelines to deliver value and service benefit. Support team members to use and follow procurement legislation and be able to demonstrate auditable routes to markets for purchase of services. Responsible for the authorisation of new projects to go to tender and authorisation of new contracts.
Contribute towards the development of the procurement work plan, develop centralised procurement policies, procedures and adopt best practice. Oversee procurement departments requirement to upload and advertise online tenders to chosen software provider along with updating contract management database. Ensure the Trust needs are identified and aligned across procurement tasks and contracts so that there is no silo solution or duplication of work. Act in a pre-emptive way with business positioning strategic ideas, developing insights and solutions that create significant value.
Manage stakeholder expectations around delivery/service levels and assessment against defined development priorities of the business, ensuring that agreed quality standards are Be open and inviting of the views of others and respond despite pressure to ignore, revert, or Lead projects, delivering innovation and improved services to the Trust as a Promote relevant legislation, governance and other supply chain related policies and procedures with colleagues throughout the Trust, demonstrating that an effective procurement service can ultimately contribute towards improving patient care. Engage closely with key external bodies (e.g., NHS Supply Chain, EoECPH) to navigate optimum outcomes in relation to routes to market and ongoing market and contract management. Be able to formulate spend activity reports and analyse and interpret to feed into the strategic procurement work plan. Provide guidance and support to line reports and other members of the team to enable them to achieve individual and team goals and objectives.
Work in collaboration with project groups to propose changes which impact on projects and policies. Develop procurement policies and procedures and implements them across the function and wider Trust. Work with internal teams CCS teams to raise the profile of procurement policies within the services. You will be responsible for analysing complex issues, legislative requirements, procurement best practice and organisational needs, ensuring that objectives are met via appropriate procurement processes and commercial decisions
