Description:
MISSION:
Providing support as EPCO Procurement Coordinator/Analyst, the Consultant will be in charge of identifying opportunities for joint procurement and coordinating cross-border public procurement activities, thereby ensuring that, via EPCO (
www.epco.lu
), the ESCB central banks and other institutions will benefit from the possibility to procure high-quality goods & services in a timely, effective & efficient manner, obtain best value for money and comply with the relevant public procurement rules.
Responsibilities:
- Elaborate and update a
joint procurement strategy
, including the selection of topics, the assessment of opportunities from a legal, business and financial perspective, as well as the identification of common items for procurement, in a wide range of domains, with
particular focus on the procurement of, market data services, financial information, and financial services);
- Support and advise the lead central banks in the design of joint calls for tender and contribute to the drafting of the associated documentation;
- Support and advise the participating central banks about participation in joint tender opportunities and joint contracts;
- Coordinate and, where relevant, implement joint procurement procedures with the different stakeholders to ensure that they are performed efficiently and timely, in line with the central banks’ interests and, in compliance with the relevant regulatory framework (EU Directive 2014/24/EU and relevant national laws);
- Keep up to date about procurement and contract management developments and market trends to facilitate the exchange and implementation of best practices in central banks’ (joint) procurements/contracts;
- Perform contract management activities during the entire contract life cycle (including providing support to the lead and participating central banks in the contract execution, preparing implementation guidelines, monitoring contracts, performing financial assessments and statistics, measuring performance, identifying improvement areas, etc.);
- Manage different international Expert Groups, stakeholders and clients in various business domains;
- Contribute to the communication of EPCO’s activities and procedures, including via the preparation of reports, notes, procedures, guidelines and meetings to ensure that all relevant parties are kept informed;
- Prepare reports on the implementation and performance of the different activities under execution.
