PLANATE MANAGEMENT GROUP (PMG) IS A SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) HEADQUARTERED IN ALEXANDRIA, VIRGINIA, AND ORLANDO, FLORIDA USA WITH TECHNICAL SUPPORT CENTERS IN SOUTH EAST ASIA AND EAST AFRICA, THAT PROVIDE PROGRAM MANAGEMENT AND FACILITIES ENGINEERING SERVICES WORLDWIDE. PLANATE IS A SMALL BUSINESS PROVIDER OF PLANNING, DESIGN, INFRASTRUCTURE MANAGEMENT, TECHNICAL CONSULTING, ENGINEERING, AND CONSTRUCTION MANAGEMENT SERVICES IN SUPPORT OF THE US DEPARTMENT OF DEFENSE (DOD) AND ITS SERVICE (ARMY, AIR FORCE, NAVY, MARINE CORPS) MISSIONS, ALONG WITH OTHER US FEDERAL AGENCIES, ALL OVER THE WORLD.

The Civil Engineer will be responsible for designing and managing the architect and engineering (A&E) and construction activities of USAID’s recent Health Reform and Recovery Activity to restore health services and reconnect people to care in Ukraine. You will lead the efforts to rebuild critical infrastructure and oversee the project from initiation to completion while ensuring it is done in a timely manner, within the budget, and up to a quality standard.
Our salary range for this position is based on the market data, $100k to $130k per annum (range varies depending on experience and qualifications). This will be an onsite assignment in Ukraine.

Responsibilities:

  • Engage in the development of project plan, design and budget estimates. Review and approve technical construction designs, including statements of work and technical building plans
  • Track and manage project expenditures to ensure projects are within budget and financial goals are met
  • Conduct site visits to assess project deliverables and monitor project progress, identify deviations from plans, and recommend corrective actions to keep projects on track
  • Lead coordination with other USAID bureaus/offices and other USG, United Nations (UN), and/or multilateral agencies/donors, particularly in relation to Agency Construction Policies and Construction Risk Management
  • Manage project risks and issues and take appropriate actions to mitigate them
  • Ensure all projects follow standard operating procedures, policies, and guidelines
  • Develop and deliver infrastructure guidance materials such as training, reports, case studies, or other media as needed
  • Collaborate with stakeholders to identify and establish project goals, objectives, and timelines
  • Provide leadership and direction to project team members and stakeholders to ensure project success
  • Work in rapidly changing, high-pressure situations that may exceed normal business hours
  • Perform other responsibilities associated with this position as may be appropriate.

Qualifications to be successful in the role:

  • Degree in Civil Engineering, essential
  • Must have a Professional Engineering (PE) license
  • Preferably can speak Ukrainian
  • Must have at least 7+ years experience in small infrastructure development
  • Minimum of 5 years in infrastructure design, management, and oversight of related procurement and services, preferably in healthcare industry or USAID project
  • Experience in context-appropriate infrastructure design, management and oversight of the related procurements and services.
