Description:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive
minimum qualifications for this position. The qualifications are:
Open Competitive:
Either 1. A New York State Professional Engineer’s license and current registration AND a qualifying bachelor’s degree* or higher as listed below;
OR 2. A New York State Professional Engineer’s license and current registration AND one (1) year of full-time
engineering experience with transportation projects related to highways/roadways, railroad, bridges, airports,

waterways, building structures, or traffic management and safety systems.

  • Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction

Engineering Technology, Construction Engineering Management, Construction Engineering Management
Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering,
Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering,
Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized
concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to
highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and
safety systems.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. The minimum qualifications are:
Promotional: You must have a New York State Professional Engineer’s License and current registration AND be
a qualified employee of New York State AND have had one (1) year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil) or Assistant Engineer (Civil/Transportation).

Responsibilities:

This position will be filled for the Main Office, Office of Design, within one of 5 bureaus: Design Bureau, Rail Projects Group, Design Mapping and Automation Bureau, Design Quality Assurance Bureau, or the Design Consultant Management Bureau.

Design Bureau: Designs moderate and complex projects statewide. Duties may include, but are not limited to, the following activities:

  • Gain and utilize expertise and experience in design of pavements, slopes, drainage systems, water supply,

traffic analysis, signals, lighting, etc.

  • Develop and complete sealed engineering studies and designs for highway, rail, aviation, landscape, and

nonmotorized transportation projects

  • Responsible for direct supervision, training and management of engineers, technicians, landscape architects

and analysts

  • Update portions of the Highway Design Manual and provide related training

Design Consultant Management Bureau: Manages design consultants. Duties may include, but are not limited to,

the following activities:

  • Project Management
  • Create and monitor project design consultant’s scope of services, costs, and schedules
  • Management of Design Consultant Contracts, including approval of consultant invoices
  • Oversee and monitor delivery of projects by consultant

Design Quality Assurance Bureau: Review design approval documents and help develop policy. The duties may

include, but are not limited to, the following activities:

  • Update the Project Development Manual
  • Design process training
  • Work cooperatively with and coordinate activities with Regional Offices, other Main Office Bureaus, FHWA and

other Agencies

  • Review design approval documents

Design Mapping and Automation Bureau: Manages ProjectWise and CADD. Duties may include, but are not

limited to, the following activities:

  • Manage the Engineering Technology Unit that provides CADD implementation and CADD document

management support for the Department.

  • Manage and supervise on-site CADD Consultants
  • Provide and coordinate CADD Training for the Department

Rail Projects Delivery Group: Responsible for the development and delivery of New York’s High Speed Intercity Passenger Rail (HSIPR) projects and other rail related tasks. Duties may include, but are not limited to, the following activities:

  • Project Management of rail projects
  • Oversee delivery of projects, including work done by others (railroads, municipalities, and consultants) and Construction site inspections and visits
  • Review designs for railroad track work and highway grade crossings and highway work for impacts to railroad operations.
  • Coordinate with FRA, railroads, and other agencies

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
