Description:

This position is located in the Department of Public Works (DPW), Office of Strategic Management & Enablement (OSME). The OSME team utilizes data, Strategic planning, and innovation to ensure that DPW’s resources are utilized efficiently and effectively, and to drive continuous improvements to their programs and services. OSME is responsible for leading the development and execution of monitoring and accountability tools. The work in this office involves performance management planning and performance analysis responsibilities, which focus on maintaining DPW’s strategic management framework by emphasizing planning, measuring results, and developing and executing monitoring and accountability tools.
This position is responsible for preparing summary reports, briefings, and background material on core/key measures to support performance management accountability. Manages and maintains large data sets to support the creation of dashboards, reports, and other analytical tools that provide DPW Leadership and Administrations with the information and insight needed to improve performance and processes. Provides expertise in the collection, analysis, reporting, and data visualization of key performance data for agency initiatives. Provides critical analyses and evaluations of actual or potential effectiveness of current and projected program activities.

QUALIFICATIONS AND EDUCATION

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Responsibilities:

Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Based upon the assessments made, identifies actual or potential problem areas, trends, and/or areas of significant concerns. Develops, recommends, and implements policies for corrective actions, necessary to remedy deficiencies in program areas. Plans, develops and implements a system for obtaining and providing data required by the agency/department for long-range planning and projections and that which is needed for evaluation of day-to-day operations. Participates in the conceptualization, design, refinement, and implementation of program or office planning, development, review, and evaluation systems. Defines new program needs, considering such factors as the impact on social, economic, and other conditions.
Recommends the establishment of new and/or revised policies, procedures, and other documentation, as the need arises, to meet the goals and objectives more effectively. Makes recommendations to get the program and operation in compliance. Reviews legislation and ensure that program(s) are following the federal regulations. Participates in the development of the comprehensive agency plan, and in coordination of office operational planning and grant applications within the agency. Provides technical assistance and reviews for office level program plans. Prepares program development projects including proposal writing. Provides coordination and technical assistance on programs or office development projects.
