Description:

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Must be a Registered Nurse, Nurse Practitioner/Physician Assistant, or in a Healthcare or Healthcare Administration related field and/or possess an advanced degree (e.g., MA, MS, MPH) from a recognized accredited institution.
  • If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
  • Three years of experience related to healthcare quality management, administration and/or health program management.
  • Project Management certification; desired or able to obtain certification within one year of hire.
  • Maintains clinical professional skills via continuing education opportunities and aid in temporary Duty support as needed.
  • Maintains basic readiness status.
  • Maintains BLS for Healthcare Providers® certification through the American Heart Association.
  • Knowledge of ICE and IHSC, program policies and guidelines, operating procedures, and various departmental initiatives preferred.
  • Ability to exercise a high degree of independence, initiative, judgment, and follow- through on a broad range of sensitive, complex administrative tasks.
  • Flexibility and adaptability to sudden changes in schedules and work requirements.
  • Ability to plan and prioritize workload and travel schedule in accordance with IHSC policies.
  • Experience in national program development and implementation.
  • Experience in data collection, analysis and determining accuracy and appropriateness of information based on policy and processes.
  • Knowledge and skills in all Microsoft Office programs to include Microsoft Project, Visio, Excel, and SharePoint.

Responsibilities:

DUTIES & RESPONSIBILITIES:

  • Interpretation and translation activities within the scope of the employees’ duties.
  • Assess these employees’ language abilities to ensure their competency to perform language services for particular duties; and describe plans for enhancing employees’ language abilities.
  • Assists the Senior Compliance Program Administrator with analytical functions of the IHSC internal monitoring (i.e. IHSC Health System Assessment) for compliance.
  • Manage the operations of the IHSC internal monitoring (i.e. IHSC Health System Assessment) for compliance staffing matrix.
  • Briefs and advises Senior Compliance Program Administrator and/or Unit Chief on agenda issues in preparation for activities and meetings and represents the office elated to compliance as needed.
  • Define and initiate MQMU-compliance projects to ensure the ultimate success and acceptance of the program.
  • Manage access to Information Technology (IT) folders to include the MQMU SharePoint site as it related to compliance and IHSC universal compliance tracking designated system.
  • Participates in policy making, planning/management decisions and processes that impacts operations of the unit.
  • Advises Senior Compliance Program Administrator and/or Unit Chief on policies and procedures that will impact the measurement of workload.
  • Works closely with Senior Compliance Program Administrator to develop annual program levels.
  • Collaborates internal and external stakeholders to ensure compliance with the IHSC internal monitoring (i.e. IHSC Health System Assessment) for compliance; assists in monitoring of corrective action plan.
  • Collaborates and assists Regional HSAs concerning compliance health operations.
  • Collaborates with the Regional Clinical Directors and on-site Clinical Directors to ensure access to care and provision of health care services are within the scope and support of ICE/IHSC policy and accreditation standards/compliance.
  • Provides logistical support for all IHSC Sites.
  • Maintains awareness of unit operational issues.
  • Monitors incidents, sentinel events and potential litigation situations, providing documentation of corrective actions accordingly.
  • Assists in monitoring compliance of all required elements within IHSC policy and accreditation.
  • Independently performs program diagnostics to include: research, data analysis, and resolving complex issues.
  • Implements efforts to enhance the organization and processes affecting the healthcare system, (e.g. quality improvement, risk management, patient safety, utilization review, and credentialing and privileging).
  • Participates on process design teams; initiates and executes special projects; ensures all requirements of compliance and accreditation are met.
  • Maintains awareness of available resources and making budgetary and projection recommendations to appropriate leadership.
  • Administering the internal review, quality, and productivity initiatives for the organization.
  • Conducts studies of health care delivery systems and operations, including services
  • provided in the direct health care system, either through contracts or agreements, and the managed care support contractor’s network.
  • Serves as primary liaison to multiple staff offices for information flow and management of assignments.
  • Manages incoming actions and requests from initial receipt to completion.
  • Monitors completed actions for accuracy against policy and procedure and ensure action is closed out appropriately.
  • Conduct analytical studies on operational processes and serve as contact for leading these projects.
  • Work effectively with senior management and others in implementing and evaluating policies, plans and internal operational systems.
  • Apply a high degree of analytical ability and specialized healthcare knowledge to the management of healthcare delivery systems.
  • Coordinate work needs for various boards regarding committee meetings and supporting materials needed for presentations.
  • Designs data reporting and decision support tools to enhance the efficiency and efficacy of administrative and clinical processes and patient care delivery.
  • Designs or assists with procurement of data inputs systems and display formats to ensure that staff can quickly see trends and outcomes.
  • Develops and uses national tools and knowledge products, including surveys, databases, reports, database applications, and tracking & monitoring systems.
  • Validates data, insures the accuracy of information delivered.
  • Participates in strategic and long-range planning efforts.
  • Ability to travel based on position requirements, as needed.
  • Follows supervisory chain of command.
