Description
SAIC is looking for a Program Analyst to support the research, development and implementation of regulatory trade control requirements and export compliance processes and procedures in direct support of US Navy Foreign Military Sale and Cooperative Development engineering efforts throughout various business areas. This position can be supported from a remote location.
This includes the management, oversight, and submission of export authorizations related to International Traffic in Arms Regulations (ITAR) Exemptions and Export Administration Regulations (EAR) Exceptions, Technical Assistance Agreements, Program Arrangements/Agreements ensuring compliance with regulatory requirements supporting the Naval Aviation communities Foreign Disclosure processes and AEA IPT business area interests. This position will also support investigation, research and preparation for submission to prospective regulatory agencies, as well as track and ensure corrective actions are appropriately assigned and completed for ITAR related coverage of technological exchange objects related to US Navy Aviation support matters.

Other responsibilities include:

  • Work closely with US Navy Contracts and Program Management departments to ensure proper export authorizations are in place as required.
  • Supports program oversight and technical management of operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.
  • Reviews status of projects and budgets as applicable; manages schedules and prepares status reports.
  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Develops mechanisms for monitoring project progress and for intervention and problem solving with Government project managers and SAIC director/Sr Program Management, line managers, and stakeholders and vested participants.

This position will require interaction with US Navy approved embedded cooperative Development country nationals and travel to OCONUS locations in support of technical demonstrations, planning, test events, and other program related activities and can be supported from a remote location.
Qualifications

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree and nine (9) years or more of related experience; Masters degree and seven (7) years of experience; years of experience may be substituted in lieu of a degree.

REQUIRED EXPERIENCE:

  • Experience in ITAR/EAR Export compliance matters.
  • Experience working with Contracts and Program Management departments.
  • Strong communication skills.
