Description:
EDUCATION
Master’s Degree in Economics, Agricultural Economics, Development Economics, Environmental Science, or related fields or Masters units and with 7 years relevant experience
WORK EXPERIENCE
At least seven (7) years of relevant work experience, preferably in a similar post in a management or oversight capacity, and two (2) years in a supervisory position.
REQUIRED SKILLS:
- Highly skilled in establishing and maintaining networks /partnerships with foreign and local institutions.
- Highly proficient in project identification, proposal development, presentation, marketing and fund generation.
- Highly innovative in developing projects and schemes.
- Highly experienced on management, analysis, processing, and presentation of data and information.
- Excellent oral and written communication, interpersonal, and client orientation skills.
- High ability to lead, coordinate, monitor and evaluate project activities.
- Knowledge of agricultural and rural development needs of Southeast Asian countries as well as the context of in-country learning technologies, issues and challenges

Responsibilities:
- Coordinate and oversee the implementation of RC’s programs and activities.
- Organize and manage consortium meetings, workshops, and conferences.
- Establish and sustain partnerships and linkages with other institutions of similar interests, including funding support for RC’s operations and activities.
- Manage RC-related special projects with other institutions.
- Monitor and evaluate progress or accomplishments of the RC’s activities, targets/expected outputs, and fund utilization.
- Develop project or activity designs and proposals/modules for funding.
- Develop new concepts or enhances the concept of existing cross-cutting programs (e.g. SFRT, Travel Grants, Awards Program; Internship Program, etc.) to address the changing development and policy strengthening needs of the country clientele
- Participate in and coordinates policy analyses and program advisory services
- Review/edit reports submitted in relation to project being undertaken and coordinates with relevant departments of the institute in the dissemination and publication of research results, conference/ workshop/ fora proceedings
- Collaborates, provides technical assistance and inputs to RTL operational plans, budget, target activities and provides support for specific activities
- Acts as Officer-In-Charge in the absence of the Research and Thought Leadership (RTL) Head.
