DESCRIPTION OF WORK

The Division of Public Health is seeking a passionate, self-motivated candidate to join us as our Program Director, Opportunities. Reporting to the Assistant Division Director for Data and Opportunity, this role will lead the Division’s programmatic activities around understanding health disparities and related inequal opportunity or access to resources and services in support of and in alignment with Public Health Accreditation Board standards. This position advances public health through cross-sector collaboration with internal and external partners and stakeholders; building community awareness, capacity, and empowerment; and building organizational infrastructure, including, expanding internal and external capacity to address social and structural determinants of health through policy, programs, and services as a necessary pathway to achieve equity.
This position uses program development, project management, implementation, and evaluation skills to ensure that all new and current initiatives are data-driven, human-centered, and impactful. This includes working collaboratively with the DPH Chief Data Officer and State Center for Health Statistics Director to mine data to inform decisions, define strategies and objectives, and plan and organize actions.
The incumbent will provide leadership, in a team approach, develop program strategies, strategic goals, and implementation plans, while tracking and coordinating public health opportunities activities.
The incumbent shall coordinate and manage special projects, assignments and activities; collect, compile, analyze and monitor progress; present findings to management and community partners; and identify alternatives and make recommendations

Other Duties Include:

  • Serves as a strategic advisor and support to the DPH Diversity Equity and Inclusion (DEI) Council, facilitating Council objectives and effectiveness;
  • Supervises staff;
  • Drafts reports and delivers engaging presentations to internal and external stakeholders on health priorities;
  • Proactively evaluates division readiness for Public Health Accreditation from a health disparities and opportunities perspective; serves as accreditation team member to implement and manage activities to remedy re-accreditation gaps related to equity;
  • Analyzes public health strategies, services, and resources in relation to defined goals and objectives;
  • Researches, identifies, develops, and evaluates health equity models; makes recommendations to advance health equity strategic objectives and reduce health disparities in the community;
  • Acts as an influencer and subject matter expert on health disparities and opportunities;
  • Collaborates with leadership on existing and new public health programs to improve health outcomes for communities experiencing disparate health impacts;
  • Develops partnerships with internal and external stakeholders to build staff and partner capacity to address equity;
  • Uses data to develop and identify opportunities to impact and reduce health disparities.
  • Manages development and implementation of equity-related accountability metrics into programs and services, including the Division’s strategic plan;
  • Supports the Assistant Division Director in identifying new funding opportunities, developing funding proposals, and drafting activities that meet agency needs for achieving health equity;
  • Tracks federal and state legislative and regulatory issues, looking strategically at trends for addressing health equity and analyzing implications for public health practice. Make recommendations for new programs or revisions to existing programs based on identified trends; and
  • Perform other duties as assigned, including special tasks involved in responding to an emergency event.

Bachelor’s degree from an appropriately accredited institution and five (5) years of experience related to the area of assignment;

an equivalent combination of training and experience

Responsibilities:

Management Preferences:

  • Experience in public health and/or community engagement, with an emphasis on project management, implementation, evaluation, and reporting; at least one year of experience in planning and implementing public health projects involving a broad range of stakeholders and developing policy, systems and environmental changes to improve public health.
  • Knowledge and understanding of multicultural health, health disparities/health equity, vulnerable and underserved populations, experience in program management, community engagement/outreach experience.
  • Experience providing programs and outreach that advance values of diversity, equity, inclusion, and cultural competency within the delivery of public health.
  • Experience or training in UX, service design, or human-centered design experience or equivalent training.
