Description:

POSITION OVERVIEW:

Project Manager, Expanded Learning Opportunities Supplemental Services resides in the Office of Expanded Learning Opportunities within the Office of Family and Community Advancement of the Boston Public Schools, reporting to the Executive Director of Expanded Learning Opportunities and is responsible for supporting and advancing the district’s vision, mission, and goals through building capacity for effective engagement with families and student participation in expanded learning opportunities. Under the direction of the Executive Director of Expanded Learning Opportunities, the Project Manager supports the successful operational, budgetary and programmatic implementation of all learning opportunities for multilingual learners and students receiving non extended school year special education support services outside of regular school hours including Before and After School Programs, February and April Vacation Acceleration Academies, 21st Century Programs, and 5th Quarter Summer Programs. In addition, the Project Manager is also responsible for the BPS homeschool student application process.
The Project Manager supports the ELO Team in the implementation of all out of school programmatic experiences and plays a crucial role in designing, implementing, and evaluating curriculum, data, and assessment strategies tailored to meet the unique needs of multilingual learners and special population students within expanded learning programs. The successful candidate will collaborate closely with stakeholders to ensure equitable access and high-quality educational experiences for all students.
The position will have a particular emphasis on creating meaningful opportunities for authentic input and feedback from students and families participating in these programs utilizing data to inform decision making and overall ELO programmatic experiences for MLL and students receiving specialized services. This position will serve in a managerial role within the office of OFCA and the ELO department. The Project Manager will also be responsible for having previous school level expertise as a teacher, coach or similar profession with evidence of having positively impacted student academic and other measurable outcomes used to measure student progress and school accountability.

QUALIFICATIONS - REQUIRED:

  • Bachelor’s Degree in Education, bilingual education, special education, or a related field.
  • SEI/Special Education Licensure
  • 3 Years as a school teacher, teacher coach or similar professional experience
  • Strong understanding of curriculum development, data and assessment management
  • Must have a cultural and linguistic growth mindset and the ability to develop strong professional relationships across departments and other constituencies across the city and state.
  • Strong community relationships and ability to develop partnerships across diverse constituencies including community based organizations, grant managers and philanthropic organizations in state and nationally.
  • Ability to think critically, solve problems and adapt to changing educational landscapes as well as the ability to work in a high pressure and fast paced environment
  • Current authorization to work in the United States
  • An understanding of and commitment to gain greater understanding of what is necessary for an urban school system to enjoy continuous improvement in an increasingly complex and competitive environment.
  • Previous experience working with multilingual learners and special population students in educational or community-based settings.
  • Strong understanding of curriculum development, assessment, and data analysis principles.
  • Proficiency in language assessment tools and techniques for evaluating language proficiency and academic progress.
  • Excellent communication, collaboration, and interpersonal skills.

QUALIFICATIONS - PREFERRED:

  • Master’s Degree
  • Experience as a school leader and with curriculum development, assessment and management.
  • Bilingual or multilingual
  • 3+ years of proven leadership experience in educational program management or similar role.
  • 3+ years of proven leadership experience in educational program management or similar role.
  • 3+ Years in Expanded Learning Opportunity and/or partnership management experience
  • Experience in district administration

Responsibilities:

  • Curriculum Development:
  • Lead the development and adaptation of curriculum materials that address the linguistic, cultural, and learning needs of multilingual learners and special population students.
  • Ensure alignment of curriculum materials with state standards, language proficiency goals, and best practices in bilingual and special education.
  • Implement accelerated and multiple pathway learning opportunities including vocational, dual enrollment, and/or certificate programs.
  • Manage district-supported summer ESL/ELA curriculum and support with curriculum implementation and instructional practices that align with WIDA and MA Curriculum Frameworks to deliver engaging, educational programming for multilingual learners and students receiving special education services.
  • Implementation of a high quality Homeschooling Program.
  • Review and approve, required documentation for homeschool participants as outlined by local and state law including curriculum, data, assessment and evaluation of homeschool applicants.
  • Data Collection and Analysis:
  • Develop comprehensive data collection protocols and tools to assess the progress and outcomes of multilingual learners and special population students.
  • Collect, analyze, and interpret data to monitor student growth, identify areas for improvement, and inform instructional decision-making.
  • Generate reports and presentations to communicate data findings and recommendations to stakeholders.
  • Compile, analyze, and synthesize ELO student data to create high-stakes reports for required stakeholders at the local, state and federal levels.
  • Assessment and Evaluation:
  • Design and implement assessment strategies to measure the effectiveness of instructional interventions and support services for multilingual learners and special population students participating in ELO programmatic offerings.
  • Conduct regular evaluations of program components, including language acquisition strategies, cultural responsiveness, and academic enrichment activities.
  • Collaborate with program staff to implement data-driven improvements and adjustments to meet student needs.
  • Assessment and evaluation of all ELO and homeschool programs.
  • Professional Development:
  • Provide training and professional development opportunities for educators and staff members to enhance their capacity to support multilingual learners and special population students effectively.
  • Stay abreast of current research, trends, and best practices in bilingual education, special education, and expanded learning opportunities.
  • Stakeholder Engagement:
  • Foster positive relationships with students, families, community organizations, and other stakeholders to ensure that program initiatives are responsive to the needs and interests of multilingual learners and special population students.
  • Provide direct support with Family advancement, centralized registration, forward facing, offer all of the opportunities for students outside of schools
  • Implement a hiring plan for all EL teachers supporting out of school time programmatic experiences.
  • Collaborate with internal and external partners to promote culturally and linguistically responsive practices and resources and overall authentic engagement of students and families in all ELO programmatic experiences.
  • Ensure all DOJ expectations and requirements are met including programmatic and reporting, operational and instructional.
  • Cross-functional collaboration with all required departments in support of the successful implementation of all ELo programmatic experiences for MLL and students receiving Special education services.
    Perform such other tasks and responsibilities as may be assigned by the Chief Family Advancement Officer.
