Description:

PROGRAM MANAGER, FEDERAL PROGRAMS - FEMA (NON-IT)

IBTS is seeking a highly qualified and experienced Program Manager to join our team. The ideal candidate will have demonstrated skills in leading and managing federal contracts, with the ability to navigate complex federal contracting environments while delivering compliant, creative, and high-quality results. The Program Manager will have demonstrated experience with Federal Emergency Management Agency (FEMA) disaster-recovery housing projects including field deployments, logistics, quality assurance, and building regulatory requirements. This position includes hands-on project management and delivery responsibilities.
The Program Manager will oversee and manage all phases of the TTHU lifecycle, including Design, Production, Transportation, Storage, Use, and Deactivation/Disposal. This role involves ensuring compliance with industry standards, FEMA contract requirements, and federal and other relevant regulatory standards throughout the lifecycle of the . The Program Manager will oversee service delivery, conduct forensic analysis and investigations to identify and address any design, health/safety, or product issues, as well as collaborate with various stakeholders, including government agencies and manufacturers.

QUALIFICATIONS:

  • Bachelor’s degree in engineering, construction management, or related field; advanced degree preferred.
  • Professional certifications in relevant areas such as engineering (EIT or PE), quality auditing (CQA), safety (OSHA 30 Hour), energy auditing (HERS Rater), green building (LEED AP), building codes (Certified Building Official), Fire Prevention II – NFPC (highly desirable) among others.
  • Demonstrated experience working with Transportable Temporary Housing to include, but not limited to Manufactured Housing Units (MHUs), travel trailers, modular homes, tiny homes, hard-sided container homes, and/or recreation vehicles (RVs).
  • Current working knowledge of the Federal Acquisition Regulations (FAR) with demonstrated experience in ensuring compliance with applicable regulations, standards, and requirements. .
  • Excellent communication and interpersonal skills, with the ability to work effectively with regulatory agencies and stakeholders.
  • Demonstrated success providing exceptional customer service in high visibility environments while managing federal programs, representing the company with integrity, expertise, and credibility.
  • Proven ability to work both independently and in a collaborative team environment leading and managing teaming partners, subcontractors.
  • Experience with project management, performance evaluation, and change management principles.
  • Excellent written and oral communication skills with proven ability to develop, mentor, and lead professional technical staff.
  • Ability to meet current and future terms of eligibility that may require US Citizenship; ability to acquire standard government pass and/or access requirements for Federal installations.

Responsibilities:

RESPONSIBILITIES:

  • Lifecycle Oversight: Oversee all project phases, ensuring compliance with federal and industry standards, identifying and addressing any issues related to design, health, safety, or product integrity.
  • Regulatory Compliance: Conduct inspections and quality assurance checks to ensure adherence to all relevant federal regulations and industry standards. Work closely with regulatory agencies to ensure full compliance and address requirements specific to the federal domain.
  • Expertise Application and Utilization: Utilize industry-specific knowledge to assess project designs and production processes. Enable education and information sharing to enhance understanding of project requirements and quality standards among team members and stakeholders.
  • Technical and Analytical Support: Provide expert technical support for quality assurance, including conducting root cause and failure mode analyses. Review environmental, health, and safety standards to identify and mitigate potential risks. Offer in-depth technical guidance for TTHU quality and compliance, including forensic analysis related to FEMA projects.
  • Continuous Improvement: Propose requirements and process improvements to enhance quality and cost-effectiveness. Stay abreast of industry changes and regulatory updates to anticipate and address potential impacts on project execution.
  • FEMA Compliance:. Apply specialized knowledge in manufactured housing to improve TTHU designs, production, and compliance. Provide FEMA-specific training to stakeholders. Ensure all TTHUs meet FEMA, UFAS, NFPA, and HUD standards. Work closely with regulatory agencies to ensure full compliance and address FEMA-specific requirements. Drive enhancements in TTHU quality and efficiency, staying updated with industry and FEMA regulatory changes.
  • Business and Financial Development: Support federal business development initiatives including leveraging strategic partnerships. Establish and monitor KPIs that may include program financial health, client satisfaction, work quality, and balanced team resourcing for staff wellbeing.
