provide facilities maintenance services and facilitates the development and review of contracts and solicitation of vendor goods and services.
*Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

MINIMUM QUALIFICATIONS

Bachelor’s degree in business, Public Administration, or closely related field and five (5) years of experience in building maintenance, custodial services, construction, organizational management, purchasing or related field, including one (1) year of supervisory experience.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

ADDITIONAL REQUIREMENTS

Must possess and maintain a valid Florida Drivers License.
Thorough knowledge of County policies and procedures.
Working knowledge of trades, building systems, custodial services, maintenance/repair procedures, and inventory systems
Strong oral and written communication skills
Ability to utilize Microsoft Word, Excel, Outlook and other computer applications as related to job functions
Ability to read, analyze and interpret legal documents, financial reports and technical documents
Ability to apply arithmetic concepts such as fractions, ratios and proportions to real scenarios
Basic understanding of purchasing and supply chain procedures
Knowledge and experience in researching, writing, evaluating, and administering solicitations
Ability to work in a dynamic environment with sensitivity and responsiveness to changing goals, priorities, and needs
Ability to establish and maintain effective working relationships with others
Knowledge of buildings and building systems including complex electrical systems, HVAC and plumbing systems, and energy management systems.
All employees must attend Seminole County Required Trainings.
Department Specific trainings per position may be required.

Responsibilities:

Ensures vendors are in compliance with contract terms and meeting performance measures.
Researches market sources and vendors to locate and ensure most effective and competitive pricing for the purchase of supplies and services
Assists Purchasing and Contracts Division with solicitation documents and contract renewals
Researches, prepares, receives and evaluates quotes; recommends the award of services
Prepares and maintains all files for quotes, contracts and legal documents
Consults with Facilities personnel on procurement needs, researches and advises on the best methods of purchasing required goods and services and provides technical assistance
Communicates and interprets purchasing policies and procedures
Assists with pre-proposal and post award conferences and vendor mediation
Supervises assigned personnel; coordinate contractual maintenance activities; ensure compliance with building codes, policies, procedures, and work safety measures; and perform related supervisory, technical, and administrative duties
Plans, coordinates, and supervises maintenance activities for the contracts management section of Facilities Maintenance
Develops budgets, maintenance work schedules; prepare contract specifications; review contracts, and cost estimates; analyze and prepare schedules; review reports on program and project performance; and perform related administrative functions, including reporting events and activities to end users and senior management
Assists in the development of complex, non-restrictive specifications and scope of services for future Facilities maintenance contracts, solicitations, and request for quotations
Performs routine filed inspections/assessments of assigned facilities to monitor the execution of such services as carpentry, plumbing, electrical, elevators, fire alarms, custodial, and maintenance contracts
Oversee inventory management
Additional Duties:
Performs other duties as assigned or as may be necessary.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
