Summary: Under the supervision of the Refugee Resettlement (RRS) Services Program Director of Specialized Programs, is responsible for the supervision of case managers and training of program staff. SPII-FR provides post release services and home studies for unaccompanied children released from the Office of Refugee Resettlement (ORR) DUCO custody to sponsors in the local community and ensures the child’s safety. TVAP and Aspire victims/survivors require a trauma informed approach and intensive case management services essential for to help human trafficking victims (survivors) to achieve independence and self-sufficiency. The Program Manager of Family Reunification and Anti-Trafficking works within SP-FR to oversee and conduct home studies to assess the protective capacity of the proposed sponsor and placement to ensure the child’s safety, well-being, and permanency. In addition, the Program Manager of Family Reunification and Anti-Trafficking provides and oversees post release services connecting unaccompanied children and their families with community-based resources to address core service needs; monitors the safety and well-being of the child; provides support to empower the child and sponsor; and promotes a successful family reunification. The Trafficking Victims Assistance Program duties extend to other refugee support programs that provide a holistic approach towards assisting refugees and victims/survivors of trafficking. This position is responsible for hiring program employees, onboarding and program training, developing talent within the team including cross training and seeking out opportunities for professional growth of emerging leaders within the team. Additional duties include reviewing and approving bi-monthly Paylocity timecards and timesheets for program allocations; complete bi-weekly 1.1 meetings and conduct monthly Supportive Supervision forms and assist with PQI and monthly numbers.

MINIMUM QUALIFICATIONS:

  • Education/Experience
  • Bachelor’s degree in social work or the equivalent of two years’ experience in a social service environment that demonstrates sensitivity and appreciation for diverse cultural populations.

  • Must be at least 21 years of age.
  • Bilingual in Spanish

MINIMUM KNOWLEDGE AND SKILLS:

  • Knowledge of State and Federal Contracts and Grants.
  • Knowledge of Program Manuals and Operational Guidelines.
  • Knowledge of client files documentation and record keeping.
  • Skilled in using personal computer, various software, email, and internet
  • A solid grasp of file documentation and record keeping.
  • Must be detail oriented, organized, self-motivated, work well independently and as a part of a team.
  • Must have good written and verbal skills.
  • Must have good critical thinking and problem-solving skills.
  • Ability to maintain appropriate ethical boundaries and professional client relationships.
  • Must have a clean driving record.

TRAVEL REQUIREMENTS:

Travel requirements for the position includes 75% local and 0% overnight.

Responsibilities:

  • Oversee 1 Home Studies, and 15 Post Release Services; including complex cases of victims of human trafficking, victim of physical and sexual abuse, disabilities, and sponsors who presents a risk to the safety of the child/youth.
  • The program manager will be responsible for recruitment, interviewing, hiring and training new employees.
  • To develop and implement employee development plans for program employees.
  • Plan bi-weekly supervisory one on ones, and program meetings for program employees.
  • Complete monthly Supportive Supervision forms with program employees.
  • To give direction regarding the activities of each program service; and collect monthly update reports.
  • Provide monthly numbers of clients served to the PQI Director, and RRS Associate Senior Director.
  • Provides direct services to clients towards the goal of family reunification and stabilization.
  • Report on activities by adhering to report due dates in the program guidelines. Reports special client concerns to the Director, and the associate senior director, and other staff during required staff meetings, or as needed.
  • Reviews and maintains accurate and up-to-date client files, including intake, assessments, filing and other required paperwork.
  • Must ensure the completion of all required professional development assignments in a timely manner for their direct reports.
