YOUR WORK
In this role, you will:
- Operate at a strategic business level to ensures programs/initiatives are in line with Blue Shield of California strategic goals, objectives and value delivery
- Communicate with all levels including senior management, make recommendations, and influence decision-making
- Leverage cross-functional internal and external relationships to drive initiatives forward and ensure on time, high quality delivery within budget, timeframe and well managed demand and capacity of resources
- Plan and implement multiple and extremely complex programs/initiatives spanning across business areas
- Determine key issues, develop effective action plans and implement to successful conclusion
- Build annual and long term integrated roadmaps and schedule, partner with product and service owners to define quarterly epics, user stories and features that will deliver on the committed value
- Manage overall budget of the initiatives, drive forecast, accurate demand and capacity, maintain progress and report out on a regular basis to leadership
- Monitor performance, velocity, predictability, quality and business value realization to inform stop, pause or persevere recommendations with IT Senior Leadership Team
- Clearly communicate at all levels of the organization including product/service owners, portfolio leaders and executive leadership team
- Collaborate with the Lean Agile Center of Excellence to mature product teams, improve on standard compliance and increase team performance
QUALIFICATIONSYOUR KNOWLEDGE AND EXPERIENCE
- Requires a bachelor’s degree or equivalent experience
- Requires at least 10 years of prior relevant experience
- Requires at least 5 years of experience in Agile principles, practices, and methodology
- Requires experience communicate and reporting out to executive leadership team on a regular basis
- Requires deep knowledge of health care acumen as it relates to Blue Shield of California’s members, providers and employees
- Requires minimum 10 years of managing complex, multi-million dollar initiatives that span across multiple teamsPMP and/or Scaled Agile certification preferred
PHYSICAL REQUIREMENTS:
Office Environment - roles involving part to full time schedule in Office Environment. Due to the current public health emergency in California, Blue Shield employees are almost all working remotely. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.

JOB DESCRIPTIONYOUR ROLE
The Developer Experience & Cloud Engineering team is a cross functional group responsible for the advancement and support of the Blue Shield multi-cloud presence. In this role you will support the IT priority initiative owner and team to help orchestrate our multi-year program delivery. You will be responsible for the oversight of the application migrations to the cloud for 2024. This initiative is key in building the technology foundation to modernize Blue Shield by moving to the Cloud, and migrating our applications to deliver a much higher quality experience for our members and providers. Your role as the Program Manager is instrumental to the team’s success.
