    DJCS Emergency Management includes the department’s emergency management accountabilities delivered through Emergency Management Victoria, Emergency Recovery Victoria, Sector Performance and Reform and emergency management statutory entities and offices. The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.
    Emergency Recovery Victoria - What does the business unit do?
    Emergency Recovery Victoria (ERV) is responsible for state relief, and state and regional recovery coordination for all emergencies to help communities build back better and emerge stronger. ERV is a business unit within the Department of Justice and Community Safety. Working directly with impacted communities, all levels of government, agencies and industry, ERV coordinates real, effective and timely support that communities need to recover after a major emergency. As well as providing strategic leadership on whole-of-government recovery activities and delivering state recovery outcomes, ERV supports locally led recovery efforts to support councils and ensure that community is at the centre of recovery.
    What will the role do?
    The Program Manager, Recovery Support Program is a critical role within Programs Delivery Branch of the Regional Recovery Programs and Operations Division in ERV supporting objectives and outcomes following the 2022 flooding events. You will be required to connect work across pillars and collaborate within other ERV teams and key stakeholders to ensure effective development and delivery of recovery plans priorities and actions.
    Central to the role is the delivery of the Recovery Support Program. The Recovery Support Program is a well-established emergency recovery intervention that provides disaster affected people with a single point of contact to provide information, advice and assistance with grant applications, as well as referrals to appropriate support services. It has been used in support of people affected by the 2009 Black Saturday bushfires, the 2019-20 Eastern Victorian Bushfires, the June 2021 Storm and Flood event, for the October 2022 Floods, December 2023 – January 2024 Storm and Floods and February 2024 Bushfire and Storm events.
    This role will oversee and manage the delivery of four active Recovery Support Programs in response to the following disaster events: 2019-20 Eastern Victorian Bushfires; the October 2022 Floods; December 2023 – January 2024 Storms and Floods; and February 2024 Bushfire and Storms.
    The role will build effective relationships with key government departments including but not limited to the Department of Families, Fairness and Housing (DFFH), Department of Health (DH), and Department of Justice and Community Safety (DJCS) to ensure the Recovery Support Program is leveraging the services delivered by these departments. Critical to success will be effective engagement with Recovery Support Program partner agencies delivering the program in impacted regions.

  • Embed sound project management and evaluation principles into the design of programs to ensure they are sustainable and effective
