CalOptima Health is seeking a highly motivated an experienced Program Manager, Sr. (Contracting Compliance) to join our team. The Program Manager Sr of Contracting Compliance will lead the development, implementation and ongoing oversight of the Contracting department’s regulatory compliance activities and reporting and be responsible for department policy and procedure updates. The incumbent will be responsible for the oversight of special projects and new initiatives, including items such as drafting, submitting and tracking of CalOptima Board Action Agenda Referrals (COBAR). The incumbent will interface with various levels of staff, other organization departments and external stakeholders. The incumbent will be responsible for all aspects of project lifecycles through implementation, including, but not limited to, the scope, schedule, documentation and reporting, coordination, staff education and training, resource development, quality controls, ongoing monitoring and oversight. The incumbent will be accountable to identify and report issues of compliance to the Director of Contracting and Manager of Contracting and will develop and recommend solutions and corrective actions to ensure the Contracting department complies with all internal and regulatory requirements. The incumbent will be the subject matter expert who will create, recommend and/or implement department policies and processes, including, but not limited to, developing necessary corrective actions plans identified by Compliance and/or the Director of Contracting, and may be asked to serve as the content and technical adviser to operations and various business owners.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in public health, business administration, business management or related field required.
  • 4 years of experience working with health care delivery systems or in a public agency serving health care related populations required.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

PREFERRED QUALIFICATIONS:

  • Master’s degree in public health, business administration, business management or related field.
  • Project Management Professional (PMP) certificate.
  • Direct project management experience.
  • Experience working within contracting and/or provider relations.

KNOWLEDGE & ABILITIES:

  • Develop rapport and establish and maintain effective working relationships with CalOptima Health’s leadership and staff and external contacts at all levels and with diverse backgrounds.
  • Work independently and exercise sound judgment.
  • Communicate clearly and concisely, both orally and in writing.
  • Work a flexible schedule; available to participate in evening and weekend events.
  • Organize, be analytical, problem-solve and possess project management skills.
  • Work in a fast-paced environment and in an efficient manner.
  • Manage multiple projects and identify opportunities for internal and external collaboration.
  • Motivate and lead multi-program teams and external committees/coalitions.
  • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

Responsibilities:

  • 85% - Program Support
  • Keeps current on the local, state and federal requirements and identifies issues that may impact department policies, processes, resources and tools.
  • Collaborates with the Regulatory Affairs and Compliance department to implement program requirements and update policies and procedures pursuant to obligations imposed by the Department of Health Care Services (DHCS) All Plan Letters and Regulatory Memos.
  • Researches and analyzes regulatory and legislative mandates and updates policies to ensure department compliance.
  • Collaborates with the Director of Contracting, Manager of Contracting and other department staff in drafting, coordination and submission of department COBARs.
  • Completes program project plans.
  • Coordinates with Provider Relations and other departments for the review of and update to the CalOptima Health Provider Manual for all lines of business, as applicable.
  • Coordinates internal discussions and resources to ensure operational decisions and needed deliverables are addressed timely and appropriately.
  • Identifies operational problems or issues, develops resolutions and ensures adherence to program work plans and short- and long-term objectives.
  • Develops and presents operational, programmatic or other presentations to management as needed.
  • Oversees, organizes and tracks numerous and diverse activities, timelines and issues.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.Ensures compliance with program rules and requirements, as well as work plans and identified tasks. - (Essential)
