Program Specialist

EDUCATION AND EXPERIENCE:

• A Bachelor’s degree in public administration, business administration, planning, finance, humanities or other related areas plus (2) years of job related experience including public facility improvements, grant management, housing development, planning or finance.
• Alternate combinations of education and experience will be considered on a case-by-case basis.
  Competencies:

Knowledge of:

• State and federal grant administration terminology, rules, guidelines, procedures and grant management processes
• Community planning and development concepts
• Public facilities, planning and financing, construction techniques
• Local government administration basics
• State and federal regulations applicable to public facility or infrastructure projects

Ability to:

• Pay close attention to detail and follow oral or written instructions
• Communicate effectively orally and in writing with agencies and individuals
• Analyze and interpret financial reports, including user fees, disbursement payments and amortizations
• Work under short and changing deadlines, multiple projects and changing priorities
• Proficiency with computer systems to work spreadsheets, forms, manipulate documents, track data and other varied office equipment
