Description:

SOUTH COAST AQMD AND JOB OVERVIEW

This is a promotional recruitment, open only to current South Coast AQMD employees and is expected to result in an eligible list from which this and future Program Supervisor vacancies, requiring a similar background, may be filled during the 6-month life of the list.

DESIRABLE QUALIFICATIONS:

In addition to the Minimum Qualifications, the most competitively qualified candidates will possess the following Desirable Qualifications:

  • Training and experience that demonstrates thorough knowledge of previous AQMPs/SIPs and the steps in developing new AQMPs/SIPs
  • Experience in developing rules, including technical analysis, public process, and Board packages
  • Ability to follow progress in policy development by other federal, state, and local agencies and the private sector
  • Ability to implement rules and programs, and track emission reductions that occurred during implementation
  • Ability to read, interpret, and communicate air quality data verbally and in written reports, including technical reports and lay language reports
  • Ability to effectively communicate agency positions and potential air quality impacts at meetings, workshops, and public hearings
  • Ability to successfully lead a team and manage projects with multiple, competing priorities and deadlines
  • Skill with related computer applications and tools for data analysis, research, and report preparation

EDUCATION:

Graduation from an accredited college or university with a bachelor’s degree in engineering or the physical, social, or biological sciences, depending on the particular functions of the assigned unit.

EXPERIENCE:

Four years of technical air quality or professional analytical experience which would demonstrate the requisite knowledge, skills and abilities defined in the job announcement for the position to which assigned.

KNOWLEDGE OF:

A specific discipline such as chemistry, economics, environmental planning or related field, with emphasis on its relationship to air quality planning and rule development; the principles, methods, and procedures of environmental review, planning and rule development; the provisions of the Clean Air Act; federal and State regulations regarding air quality and air pollution control; research methods and techniques; air quality modeling; emissions calculations; research methods and techniques; statistical and computer software applications common to the field and to the general business environment of South Coast AQMD; computer programming; and principles and practices of supervision.

SKILL OR ABILITY TO:

Compile and analyze technical data; direct and evaluate comprehensive planning and research studies; understand and interpret applicable laws, rules, and regulations; understand and apply appropriate computer-based analytical techniques to complex air pollution control problems; proficiently use PC software applications common to the field and to the general business environment of South Coast AQMD; read, understand, and follow verbal and written directions; communicate clearly and concisely, both orally and in writing; prepare and present concise, logical reports of a technical nature; establish and maintain effective relationships with all those contacted in the course of work; plan, organize, assign, review, and evaluate the work of assigned staff; and make effective public presentations.

Responsibilities:

EXAMPLE OF DUTIES

Supervises a professional staff unit; plans, organizes, assigns, reviews and evaluates the work of assigned staff; prepares performance appraisals, and provides technical and administrative supervision, support, coaching and guidance, as necessary.
Oversees and participates in the planning, organization and development of complex projects and programs for evaluating, maintaining and updating the AQMP and for developing rules and regulations.
Prepares and supervises the preparation of evaluations, analyses and other forms of quantitative assessment of air quality data; prepares and supervises the preparation of reports, scientific papers and other written documents; reviews and edits materials prepared by team members; and evaluates the effectiveness of programs and projects in progress and redirects or modifies them as necessary in order to achieve South Coast AQMD goals.
Develops and modifies computer software, as required, for carrying out work on projects and programs; and conceptualizes research models by synthesizing or modifying concepts and approaches from the mathematical, statistical and physical sciences.
Assists in the coordination of investigative projects concerned with the measurement and analysis of air quality or emission inventories and in the determination of emission reduction and source performance standards, working with engineering, source testing and other technical personnel.
May conduct workshops and meetings or provide consultation and advice to individuals and businesses in matters related to area of expertise.
Reviews and reports on research papers and technical literature pertinent to air quality planning, emissions, control and rule development.
Reviews legislation and provides technical assistance and expertise in preparation of briefs and testimony for legal proceedings affecting South Coast AQMD.

The primary responsibilities of this position includes, but is not limited to,

  • Supervising and assisting in developing and amending rules related to the SIP, general conformity, and mobile sources
  • Supervising and participating in development of parts of AQMPs and other SIP elements, climate programs, and related staff reports and presentation materials
  • Supervising the tracking of SIP related activities and South Coast AQMD’s progress in fulfilling AQMP/SIP commitments
  • Conducting research on proposed new policies from federal and state agencies, preparing comments and providing testimony to other agencies’ activities, and making recommendations for South Coast AQMD’s programs
  • Analyzing and review reports, plans, rule drafts and supporting technical data
  • Working collaboratively with stakeholders from industry, environmental and community groups, other agencies, and staff from other parts of South Coast AQMD
  • Supervising staff and participating in statistical analysis of large datasets using software such as Microsoft Excel, Access, GIS software, and/or statistical program
