We are currently sourcing an experienced Project Cost Control Engineer to join a massive undertaking in Germany, based on the conversion of a coal-based plant into a combined cycle power plant.
The Project Cost Control Engineer is vital in overseeing and managing the planning, progress measurement, and reporting systems.
This role is instrumental in supporting the project management team’s decisions, aiming to ensure project completion within the established baseline schedule and budget. The engineer is tasked with promptly identifying any deviations from the plan, accurately estimating completion dates, and monitoring the impact of corrective actions.
A key responsibility is fostering a culture of program and cost awareness among all project participants. The Project Cost Control Engineer reports to the Project Control Manager (PCM) and collaborates closely with Quantity Surveyors, Engineering, Procurement, and Construction teams.
Tasks

EXPERIENCE AND SKILL REQUIREMENTS:

  • At least five years of relevant experience in project control within the Oil, Energy, and Industrial Power Plant sectors.
  • Demonstrated expertise in project management techniques and tools, including project planning and control, risk management, and contract management.

SOFT SKILLS AND COMPETENCIES:

  • Strong understanding of project planning activities, including WBS, baseline scheduling, and critical path methodology.
  • Ability to monitor project schedules and progress, provide updates to stakeholders, and identify and mitigate scheduling issues.
  • Proficient in progress measurement methods for different project phases and adept at cost control techniques.
  • Knowledge of contractual aspects, change control processes, and risk management techniques.
  • Excellent verbal and written communication skills, with a focus on detail, organization, adaptability, and teamwork.

EDUCATIONAL QUALIFICATIONS:

  • A Bachelor’s or Master’s degree in Engineering, preferably in a related field.

ADDITIONAL REQUIREMENTS:

  • Fluency in English; proficiency in German is considered a plus.
  • Computer literate, especially in Microsoft Office applications, with expertise in Primavera P6, MS Project, and familiarity with ERP systems and project control standards.

    This position calls for a highly organized, detail-oriented professional with a strong background in engineering and project management, capable of fostering a disciplined approach to project control processes among all project participants.

Responsibilities:

  • Assist the Project Control Manager (PCM) in defining the Work and Cost Breakdown Structure (WBS and CBS).
  • Support the development of the Project Cost Control Plan, including planning and scheduling procedures, progress measurement methods, and reporting guidelines.
  • Establish and manage the Project Baseline, incorporating program schedules, critical path analyses, and progress monitoring tools.
  • Regularly update all project programs, evaluate project timelines, monitor progress, and compare productivity against the baseline schedule.
  • Analyze and report on productivity and efficiency with the assistance of Quantity Surveyors.
  • Generate and manage daily, weekly, and monthly reports, conduct Time Impact Analyses, and participate in the change and claim processes, including potential extensions of time.
  • Oversee cost control activities, maintain cost data files, and manage project cost reports and other related documents following project control department guidelines.
  • Prepare and update Project Review Reports, half-yearly budget templates, and ensure all budget and schedule changes are accurately reflected in the control systems.
