Description:

QUALIFICATIONS

  • A degree in a relevant engineering discipline.
  • A further degree in a business-related subject is preferable.
  • Project management certification (e.g., PMP, PRINCE2).
  • Candidates must possess a minimum of 25 years of relevant engineering experience, specifically in the design and construction of large-scale industrial or utility projects. A significant portion of this experience must be directly related to Waste-to-Energy (WtE) projects. The candidate’s depth of knowledge and hands-on experience in WtE is a crucial factor and will be a primary consideration in the evaluation process.
  • While WTE experience is highly preferred, candidates with extensive experience in other thermal power plant projects, especially coal-fired plants, may also be considered. However, it should be noted that this is viewed as a secondary qualification, and the relevance of such experience to WtE projects will be carefully assessed.

Responsibilities:

ROLE

The Project Director, leading the Owner’s Engineer Team, will concentrate on the strategic aspects of the WtE Project. They are responsible for the overall direction, vision, and strategy of the project of the WtE Project, ensuring that it aligns with the Client’s strategic objectives.

MAIN RESPONSIBILITIES

  • Assess the multi-package tender approach for the Integrated Waste Management Facility (IWMF) Phase 2, ensuring that an appropriate tender strategy evaluation process is adopted.
  • Oversee the preparation of construction tender documents, including the development of detailed designs for reference, such as heat and mass balance diagrams, process flow diagrams, and system locations.
  • Provide guidance and support to the Client through the stages of procurement, from pre-qualification to tender award.
  • Ensure that comprehensive engineering design oversight is provided for tender preparation and issuance.
  • Ensure that a logical and methodical contractor design approval process is in place and that technical details from contractors are assessed and endorsed.
  • Provide strategic oversight of the construction activities, ensuring that project milestones are met efficiently, and playing an integral role in the commissioning of IWMF Phase 2 to align with our operational goals.
  • Establish and maintain clear integration processes that effectively coordinate the efforts of different contractors and synchronize activities between IWMF Phases 1 and 2.
  • Processes are established to monitor and ensure defect rectification during the Defects Liability Period.
  • Technology Assessment: Evaluate new technologies like carbon capture and ash washing, setting specifications.
  • Provide appropriate support to the team in project management, engineering/technical, financial, contract/legal management, PR/media management, and general administration.
  • Communicate project progress strategically to stakeholders, aligning with their expectations and company objectives.
  • Handle complex stakeholder relationships, ensuring alignment with project goals.
